The primary purpose of this position is to lead the integration and synchronization of assigned and allocated forces to achieve military and humanitarian operations and activities in support of broad strategic objectives. Responsibilities Leads the effort in establishing and maintaining transformational, efficient and effective mechanisms to facilitate coordination of interagency unity of effort. Determines organizational goals, structures and implementation plans in association with other senior leaders from the interagency community to identify unifying goals and then coordinate with other elements of national power to accomplish national objectives in the region. Incumbent performs duties subject to wide-ranging policy objectives and guidance from the Commander, USCENTCOM and the Secretary of Defense. The Deputy Director has complete responsibility for broad strategic theater operations and is permitted maximum latitude for independent judgment to articulate the Commander's objectives and guidance into lucid policies, initiatives and programs. The challenges faced by the Deputy Director are complex, necessitating an array of solutions that require a consummate professional seasoned by experience with the national leadership across all joint domains. Inherent in the position is the responsibility to integrate, synchronize and coordinate all theater wide military operations and activities with other national defense agencies, adjacent interagency organizations and partner nations. Coordinates with senior leadership from the Joint Staff, Service Components, Functional Commands and DoD to garner support for resources required to accomplish taskings within the USCENTCOM AOR. Identifies organizational goals and assesses the overall effectiveness, efficiency and productivity of the organization. Identifies areas requiring additional resourcing to include forces, military capabilities and/or funding, and works with flag officers from USCENTCOM, Joint Staff the Services and DoD to provide courses of actions for SECDEF decision. Participates with the director in providing executive leadership, management, oversight, and direction to the J3 workforce. Monitors and evaluates the progress of the organization towards meeting goals. Makes or recommends adjustment in objectives, work plans, schedules, and commits and adjusts resources as appropriate. Through subordinate supervisory personnel, assures the establishment of standards of professional and technical quality, and ensures standards are maintained. Executes executive management and supervisory control over approximately 300 military and civilian DoD personnel with the preponderance in the field-grade officer and General Schedule civilians in the grades of GS-13 to GS-15. Responsible for the development and mentoring of assigned military and civilian personnel to provide skills, experience and training needed for future actions. Ensures personnel management initiatives support strategic guidance. Exercises leadership in acquiring a diverse workforce and enforces equal opportunity and treatment. Exercises final authority for the full range of personnel actions recommended by subordinate organization chiefs. Applies sound personnel management practices that will ensure highest employee morale and efficiency. Evaluates the background of prospective candidates for critical positions and recommends selection of key personnel for senior level positions. The Deputy Director maintains daily contact with senior USCENTCOM, U.S. and coalition military and national leaders regarding humanitarian and military operations across the Central region. The incumbent provides professional advice and assistance to the Commander USCENCTOM crucial to timely and appropriate resolution of issues impacting contingency and wartime operations. Operates under the broad direction and policy guidance of the Commander and is authorized to speak on behalf of the Commander and commit the command to actions within his/her area of responsibility based on current policy and procedures. Such decisions are considered final authoritative and directive. Advises senior USCENTCOM and DoD leadership; ensures that DoD, national and partner nation contributions to humanitarian, continency and wartime operations within the region are properly synchronized and coordinated across the stakeholders as appropriate. Develops appropriate theater support relationships with US government entities stateside and operating in the AOR and areas of interest. The impact of these relationships is expected to be substantial, because they will facilitate theater peacetime, contingency, and wartime operations in support of regional stability and national strategic objectives. Requirements Conditions of Employment Qualifications Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the SES corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations. A. MINIMUM QUALIFICATIONS: 1. MANDATORY TECHNICAL QUALIFICATIONS (MTQ - NTE 2 Pages Total): A supplemental statement must be submitted separately addressing each TQ. TQs must provide specific examples that address relevant experience and accomplishments. Applicants should focus on recent experience, education, and training, as some Recruitment Panel and Executive Resources Board members may consider experience that's over 10 years old to be outdated. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following: 1. Expert knowledge and experience in managing strategic theater operations in overseas environments to include understanding the opportunities and challenges of competitors and U.S. allies and geopolitical situations. In depth knowledge and understanding of global security challenges, policies/directives, and guidance and ability to develop solution options using innovative technologies. 2. Thorough understanding of a wide range of military capabilities, operations, and limitations in an overseas environment, the impact of cultural nuances and ethnic diversity to understand malign influence and destabilizing activities. C. MANDATORY EXECUTIVE CORE QUALIFICATIONS (ECQ - NTE 10 Pages Total): The ECQs describe the leadership skills needed to succeed in the Senior Executive Service (SES); they also reinforce the concept of an "SES corporate culture." Submit a supplemental statement of the Executive Core Qualifications (ECQs listed below) in the challenge/context/action/result (C-C-A-R) model format as provided by the Office of Personnel Management (OPM) Guide to SES Qualifications. Applicants should focus on recent experience, education, and training, as some Recruitment Panel, Executive Resources Board, and or OPM Quality Review Board reviewers may consider experience that's over 10 years old to be outdated. This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. ECQ 3 - RESULTS DRIVEN. This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. ECQ 4 - BUSINESS ACUMEN. This core qualification involves the ability to manage human, financial, and information resources strategically. ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. In addition, DoD requires an Enterprise Perspective. The individual must possess a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities. Executives should demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences. Education A bachelor's degree from an accredited institution is desired. A master's or advanced degree Security Studies, Military Strategy, Middle Eastern Studies, Military Arts and Science, or similar field is highly desired.
