JOB SUMMARY: The Assistant Director of Finance & Budget serves as the Deputy Director of the Office of Financial Management (OFM). OFM includes the following processes: Purchasing/Contracts, Budget, Facilities Management and Finance & Accounting. This position reports to the Chief Financial Officer/Director of the Office of Financial Management. This position directly oversees the Finance and Accounting process and will be responsible for having working knowledge of the PALM accounting system once deployed. This position also assists the Director of Financial Management with activities necessary to oversee the successful operation of OFM. Specific responsibilities of the Assistant Director of Finance & Budget include, but are not limited to: + Overseeing the Finance and Accounting process, including internal operations, vendor disbursements and employee reimbursements, payroll, financial reporting and year-end financial statements, Purchasing Card administration, records management and property accountability. + Act as the Department’s PALM liaison and primary contact for the PALM project. + Participates in management evaluations, federal and state audits, and the development of corrective action plans. + Participates in the preparation of the annual statewide financial statements, Schedule Is, and supporting documentation. + Ensuring that policies and guidelines pertaining to finance and accounting activities are current and effectively communicated to customers and partners throughout the Department. + Ensuring that effective business relationships are maintained with individuals and entities external to the Department, including the Department of Financial Services, other state agencies, and other entities as appropriate. + Attending meetings and conducting various forms of external and internal communication on behalf of OFM, the Executive Direction Program, and the Department. + Developing and communicating program and office goals, strategies, and performance expectations to employees. + Identifying training and resources that employees need to accomplish program and office objectives. + Making suggestions and recommendations regarding the hiring, dismissal, advancement, and promotion of employees, as well as making recommendations for any other change of employee status. + Assisting with the management of OFM. + Performs other related duties and responsibilities as needed. MINIMUM REQUIREMENTS: + Four years of progressively responsible experience in accounting, finance, business management, public administration, or budget administration with an agency within Florida state government. + Two years or more of experience directing and supervising a team. + Two or more years interpreting financial data. SUBSTITUTIONS: + Completion of a four-year degree from an accredited college or university in accounting, finance, business management, public administration or budget administration may substitute for the required four years of progressively responsible experience in those areas. PREFERENCES: + Applicants with a four-year degree from an accredited college or university in accounting, finance, business management, public administration or budget administration. + Applicants with a graduate degree in business, financial management, public administration, or a related field. + Applicants with two years or more experience managing multiple operational processes or functions. + Applicants with two years or more professional or leadership experience working in Florida state government. + Two years or more of management of financial services programs and processes. + Two years or more of experience in presenting financial or program-related information briefings to senior or executive management. + One year or more of experience in preparing responses to audit findings. + One year or more of experience in preparing corrective action plans in response to audit findings. + Current Project Management Professional (PMP) Certification. + Current Florida Certified Contract Negotiator (FCCN) certification. + Current Florida Certified Contract Manager (FCCM) certification. + Two years or more experience in Florida state agency financial statement preparation. + Two years or more of contract management and procurement experience. + Two years or more of PALM implementation activities experience. + Two years or more of experience using FLAIR transactions. + Two years or more of experience using and analyzing FLAIR reports. + Two years or more of experience interpreting laws, rules, policy, or procedures.
