Summary This position is part of the Office of Management, Department of Energy. As a Deputy Director Office of Administration, you will be serving as the senior staff advisor to the Director, Office of Administration, concerning overall program and management activities required to carry out the mission. Responsibilities As a Deputy Director Office of Administration, you will: Serve as the Director's management and technical representative, and advisor, on all facets of administrative support services for Department of Energy Headquarters. Serve as the immediate supervisor for positions assigned to the Office of Administration. Articulate the Director's policy decisions to the office's program and staff officials and speak with final authority in policy implementation. Make executive decisions or significantly influences decisions in sensitive policy areas such as strategic goal setting and organizational development. Represent the office on behalf of the Director to provide views on specific high-level, cross-cutting topics or issues as well as at periodic ad hoc meetings where Director's attendance is mandatory. Perform analyses, coordination and problem solving on a wide-range of management, regulatory and operations issues. Requirements Conditions of Employment Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to GS-14 level in the Federal service. Specialized experience for this position is defined as meeting ALL of the following: Providing advice and oversight related to administrative matters such as human resources, contracting and procurement, budget and fiscal management, Freedom of Information Program, travel, and emergency management. Monitoring progress toward strategic organizational goals by evaluating organizational performance and taking action to improve performance. Managing, directing or supervising the work of employees engaged in all facets of administrative support services. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration. CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as having a score of 85 or better.
