Deputy Director Proposals

Responsibilities This position description is subject to change at any time as needed to meet the requirements of the program or company. What You'll Do: Responsible for assisting the Director of Proposals in the overall management of Corporate proposal organization for the completion of proposals for assigned new business opportunity(ies) and/or competitive renewal(s) of current contract(s). Provides management coordination with the Director of Proposals, Vice President, Business Development & Capture, corporate Senior Staff, appropriate operations (project) management and the assigned BD Executives, Directors of Capture and Capture Managers. Supervises activities of Proposal Managers and Writers. Works closely with production personnel and others assigned to the organizational proposal teams. Key Responsibilities: Supervise up to 20 personnel in the development, production and delivery of more than 30 proposals per year. This includes scheduling resources, both personnel and financial, ensuring timely completion of assigned tasks and superior quality of the proposal products developed. Responsible for ensuring all BD personnel follow the steps necessary to ensure quality of our proposal products and completion on time and within budget. Assists in the management and direction of personnel assigned to the proposal teams to assure that all management, technical, contractual and costing inputs meet both customer and Vectrus Management requirements. Shared responsibility with the Director of Proposals for maintaining ISO 9001-2000 certification by ensuring all NB processes are followed and all products are traceable and auditable. Participates with the Capture Teams to develop the overall proposal strategy, themes discriminators and operations concept to be used in the proposal. Assists in the identification and preparation of special proposal requirements affecting legal, purchasing, contracts, human resources and accounting. Briefs senior management on program highlights. Assists in the development of Master Proposal Schedules that assign personnel resources to specific proposal efforts. Assists and oversees proposal managers in developing the initial Bid & Proposal (B&P) budgets for presentation to Capture Managers and BD Senior Leadership for Review and Approval Assist with and contributes to strategic decision making to increase win percentages. Responsible for providing recommendations to the Director of Proposals and BD Leadership that there is sufficient staffing within the Proposal Operations organization to complete assigned proposal tasking. Identifies and recommends the use of Proposal Consultants/Technical Specialists. Leads review teams and ensures incorporation of approved Proposal Review Color Team comments/recommendations into proposal products. Advises on the development Overhead budgets to cover Proposal Managers, Production and Reproduction personnel labor charges. Assists in tracking all proposals are completed within assigned budgets or provides additional funds if required due to Government delays and extensions. Maintains currency and fluency in state-of-the-art technological techniques and practices. Responsible for assisting in the automation as much of the NB Process as possible enabling the organization to do more in less time, equating to decrease cost. Prepares technical write-ups and briefs for presentation to potential customers. Shared responsibility with the Director of Proposals for the overall proposal budget and overall management and complete technical, management and cost/price proposals for assigned efforts. Responsible for the overall quality and total compliance of all submitted proposals. Shares in the responsibility for the accuracy and completeness of the Past Performance Data Base used to support Corporate knowledge and experience required by the Government to bid on projects. Oversees the maintenance of the Proposal Library in both hardcopy and softcopy for use by the organization in preparing proposal documentation. Administrative duties – monitor and approve personnel timesheets, end of year personnel appraisals, performance reviews, deployed objectives, position descriptions, job postings, interviews, Consultant agreement approvals, Teaming Agreement approvals, Consultant invoice approval. Other duties as assigned. Qualifications Minimum Qualifications: Education Bachelor's degree and 8 years' experience or Master's degree and 6 years' experience. Experience: Six to eight years of progressively responsible experience to include two years in proposal management, development and writing, and four years of management practice in Vectrus-type operations (e.g., O&M services, system engineering, technical support, etc.). Minimum total management experience of five years. NOTE: This must be in addition to, not in combination with, any experience substituted for education. Must have leadership experience to include coaching and mentoring of staff that encourages and fosters team success; ability to maintain a professional demeanor with all levels within the organization. Skills & Technology Used Requires ability to evaluate requirements for staffing, perform systems design, select equipment, and oversee the overall proposal effort of the Corporation. Work requires a high level of credibility and is complex and demanding; errors could result in loss of profit. Must possess a comprehensive knowledge of techniques and practices of government or commercial proposal development and regulations concerning bidding, pricing and procurement. Proficient in the use of computers and computer software programs such as Word, Outlook, PowerPoint, and Excel. The following salary range is intended to display the value of the company’s base pay compensation and may be modified at the discretion of the company. USD $ 140,000 - 200,000 Provided salary range minimum and maximum values correspond to variances between regional/geographic locations across the United States.
