Description of Work

This p osition will serve as the Deputy Division Traffic Engineer located in the Division Traffic Services Office in Greensboro. This position will direct the daily operations of the Traffic Engineering Unit to include: managing all requests for traffic signal investigations, traffic investigations, and supervising lower level Engineers, Engineering Specialists, and Engineering Technicians in the functions of Traffic Engineering and Traffic Operations. Position will coordinate and conduct field investigations for the accumulation of data and observations related to traffic signal studies, speed zone studies, traffic ordinances, no parking studies, regulatory signing and intersection improvements. Investigations will consist of retrieving crash history utilizing Traffic Engineering Accident Analysis System (TEAAS).
Employee will lead subordinates in applying traffic engineering principles, performing traffic engineering investigations and analysis, making recommendations, and seeking funds for safety and operational improvements. Position will perform Special Commercial Review and Access Management Review. Position will manage Incident Management program which requires receiving of emergency calls 24 hours a day, 7 days a week, and assists in Special Events requests. Employee will assist Division Traffic Engineer in the operation and management of traffic services department as required and provide in the operation and management of traffic services department as required and provide organizational direction and leadership in their absence. Complete performance evaluation of direct report employees.
Knowledge, Skills and Abilities / Competencies

+ Knowledge of the principles and practices of Traffic Engineering, The Manual on Uniform Traffic Control Devices, and NCDOT Signal Specifications and Geometric Design
+ Knowledge of NC General Statutes and Administrative Code
+ Experience in operation and timing of Traffic Signals, including signal timing software
+ Experience in tracking operation cost expenditures
+ Customer service and communication experience with the general public, local government officials, and NCDOT employees, including public meetings and field reviews.
Additional Expectations
Must safely perform manual tasks and be capable of working outside in various types of weather, terrain and hours. The selected applicant will be expected to legally operate a motor vehicle. Safety toe footwear meeting ASTM F2413-05 is required within 30 days of employment.
Minimum Education and Experience Requirements

Minimum Education and Experience Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and three (3) years of progressively responsible experience; or an equivalent combination of education and experience.
Necessary Special Qualification
May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
