Deputy General Counsel - Joint Committee on the Judiciary
Agency Overview: The Massachusetts House of Representatives (“House”) iscomprisedof 160 independently elected Members, eachrepresentinga district of approximately 43,000 people. Position Overview: Under the direction of the General Counsel, Deputy General Counselprovideslegalcounseland policyanalysis to theChairof the Committee on a wide range of legislative issues,includinglegalresearch andanalysisanddrafting of,legislation, policy briefs, bill summaries, commission reports,legal memoranda,and supplementary materials.Assistsin the development, draftingand presentation ofpolicy andlegislationand corresponds with constituents, advocates, other legislative offices,and the executive and judicial brancheson matters of interest to the committee. May handle constituent services, communications responsibilities, and other dutiesas assigned. Reports to: Reports to theGeneral Counsel ofThe JudiciaryCommittee. Responsibilities/Essential Functions: * Provide legal research and analysisandopinion on bills before the Committee and other topics of interest to theChair; * Analyze legislation pending before the Committee, including preparing bill summariesand legal memoranda, and make recommendationstotheChair; * Draft legislation, including committee redrafts of bills,amendments, commission reports,and other supplementary materials asdirected; * AdviseCommittee staffregardingprocedures and statutes that bear onmatters before theCommittee; * Assist Chair andCommittee General Counselon legislative commissions as needed, including managing calendar, recording minutes, preserving records,and ensuring compliance with various procedural and statutoryobligations; * In consultation with Research Director, trackCommittee bills and legislative initiatives contained within the budget through the legislativeprocess; * Assure that the Committeetimelyadministersbills assigned to theCommitteein accordance withJoint, House,and Committee deadlines andrules; * Assist Research Director to plan,organize,andfacilitateCommittee hearings, includingcollecting testimony,preparing hearing notices,and draftinglegal briefsandothermaterials forChair; * Meet with government officials and other stakeholder and constituency groupsregardingmatters before theCommittee; * Respond to inquiries from legislators, staff, agency representatives,and constituency groupsregardingbills before theCommittee; * Attend hearings,eventsand meetings on behalf ofChair; * Prepare briefing materials for the Chair and create reference materials on topicalissues; * Draft talking points and other speaking materials for theChair; * Maintain files and archives of Committeematerials; * Utilize research databases; * Utilize Microsoft OfficeSuite; * Able tooperatein a fast-paced professional office environment; handle oroperatestandard officeequipment, andoccasionallylift upto 10 pounds. Required Skills/Attributes: * Ability tointerfaceand work with different communities and personalities in a professional and helpfulmanner; * Ability to multi-task effectively, work independently and meet deadlines on shortnotice; * Excellent research, analytical and interpersonalskills; * Proficiencyin legal research; experiencewith Westlawpreferred; * Excellent writing and communicationskills; * Ability to communicate with members and colleagues effectively and provide and receive feedbackprofessionally; * Ability to use standard office equipment andtechnology; * Demonstrated understanding of, and adherence to, legal privilege doctrines and confidentiality requirements for sensitive Committee materials,personally-identifiableinformation,and related documents and testimony; and * Ability to follow-up and complete tasks. Education/ExperienceQualifications: * J. D.from an accredited law schooland admission to the Massachusetts Bar in good standingarerequired. * Prior legislativeor related work experience for elected or appointed officials, advocacy groups or non-profit organizationsis preferred. Salary: Annual salary for this position will be $70,161.
