Pay Range

$353,730 - $456,492 Annually

This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting; pay will not be below any applicable local minimum wage.  An employee’s position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.

Job Description

We have an opening for a Deputy Principal Associate Director (DPAD) for Mission to serve as the Director of Bioresilience Incubator. The position will report to the Deputy Director for Science and Technology (DDST). 

The Bioresilience Incubator aims to transform US biosecurity and biodefense by integrating computing and experimentation to identify, characterize, and counter natural and man-made biological threats at dramatically improved performance and reduced timescales. The Incubator leverages unique LLNL capabilities in computing, artificial intelligence (AI), physics-based simulation, and experimental biology to advance critical U.S. national security missions. By building partnerships to grow our national capability for predictive biology and biodesign, we can strengthen deterrence while enhancing U.S. competitiveness at the convergence of computing, AI, and biotechnology. Mission applications include threat-agnostic biosurveillance and early warning; accelerated countermeasure development and testing; and biomaterials and biomanufacturing. Sponsors include Department of Energy, Department of Defense, Department of Health and Human Services, and Department of Homeland Security.

You will serve as the leader of the portfolio of projects in the Bioresilience Incubator and will actively participate in and contribute to key decisions pertaining to sponsor engagement and work execution. The Bioresilience Incubator currently has projects totaling ~$60M/yr, and we anticipate growth over the next 5 years. You will also be responsible for developing a long-term strategy, and associated implementation plan, for the Incubator, integrating elements including science and technology, intelligence, workforce, infrastructure, and tools. Even though the primary focus is biodefense, you will be required to engage in developing solutions for other weapons of mass destruction (WMD) threats and develop integrated, multidisciplinary solutions as needed. You will work closely with the DDST office and the Incubator Board of Directors: The Principal Associate Directors of Physical and Life Sciences (PLS), Computing, Engineering, and Global Security. You will also be responsible for coordinating Incubator Strategy with those of Computing, PLS, Engineering, Global Security, and institutional level strategies. You will serve as the point-person for tracking the implementation of the strategy and providing periodic updates to DDST and Laboratory Leadership.

In this role you will

Lead execution of projects in the Incubator and serve as the primary point-of-contact to external sponsors within DoD, HHS and other federal sponsors.Develop and maintain relationships with high-level officials responsible for biodefense R&D and policy in key federal agencies including DoD, HHS, DOE, DHS, USDA and Intelligence Agencies.Work with technical leads in the incubator and across the Laboratory to develop a long-term R&D strategy and corresponding implementation plan.Establish and execute a business development strategy for attracting funds from federal sponsors including HHS, DoD, ARPA-H and others.Work closely with the Incubator Business Manager to implement project management tools to monitor and document progress towards execution of existing projects and implementation of the long-term R&D and business development strategy.Lead development and implementation of a partnership plan with academia and industry.Work closely with Incubator technical leads and across the Laboratory to identify internal. resources needed (e.g., talent, funds, equipment, lab space) to implement the R&D strategy and communicate it to DDST and LLNL Leadership.Oversee development of communication material including website, factsheets, and presentation slides for communicating the goals and accomplishments internally and externally.Work with the Incubator Board of Directors and technical leads to establish an external advisory board and hold annual advisory board meetings.Direct the development, integration and optimization of business and operational policies, processes and procedures to ensure operational efficiency and effectiveness.Provide a leadership role in major Laboratory initiatives. Perform other duties as assigned.

 

Qualifications

Qualifications 

This position requires an active Department of Energy (DOE) Q-level clearance or active Top-Secret clearance issued by another U.S. government agency at time of hire.Master’s degree or higher in biological sciences, computing or engineering, or the equivalent combination of education and related experience.Extensive experience in technical and/or program leadership roles.Hands-on experience in business development with federal sponsors, specifically DoD or HHS, or in biotechnology or pharmaceutical industry.Expert knowledge of strategic planning, advanced problem solving, decision-making, and analytical skills necessary to independently anticipate, analyze, advise, recommend, approve appropriate actions, and implement solutions to highly complex issues having significant impact.Experience building positive and collaborative working relationships among a wide range of scientific, technical, operational, and administrative staff members engaged in a variety of programmatic and operational efforts; proven ability to influence policy and change at senior executive management levels.Expert level communication skills over a wide range of topic areas, both written and verbal, necessary to effectively explain, facilitate, present, negotiate, advise, and influence all levels of management, to both internal and external organizations.Extensive experience in complex organizational problem-solving and decision-making, with highly advanced leadership skills necessary to independently advise, counsel, recommend and develop solutions on a wide variety of complex management-level technical and operational issues.Demonstrated leadership and commitment to diversity and fostering an inclusive and equitable organization. Experience working with and advising senior levels of government.Experience working within and across DOE National Laboratories.Proven strategic and innovative thinker who anticipates the needs of a large, diverse community and formulates and executes decisions within the framework of the Laboratory’s strategic direction.
