Deputy Program Manager

We are seeking a dedicated and detail-oriented Deputy Program Manager (DPM) to support the management of a program delivering facilities management, electrical and mechanical engineering services, and project coordination for a U.S. government agency. Reporting to the Program Manager, the DPM will assist in overseeing a team of approximately 70 personnel, ensuring smooth daily operations, compliance with contractual requirements, and the successful delivery of services both within the continental United States (CONUS) and outside the continental United States (OCONUS).

Responsibilities

Program Support and Leadership:

Assist the Program Manager in providing overall direction and management for program operations.

Act as the primary point of contact in the absence of the Program Manager, ensuring continuity of operations.

Support communication with government representatives to maintain transparency and foster collaboration.

Personnel Oversight:

Assist in managing, mentoring, and supporting a team of approximately 70 personnel, ensuring alignment with program goals.

Help monitor team performance, address personnel challenges, and support professional development initiatives.

Ensure all personnel complete required training and maintain necessary certifications.

Operational Management:

Coordinate day-to-day operations, including facilities management, electrical and mechanical engineering support, and project coordination activities.

Ensure adherence to safety, security, and regulatory requirements across all locations.

Work with the Program Manager to develop and maintain standard operating procedures (SOPs) for program consistency.

Project Coordination:

Support planning and execution of engineering and facilities projects, ensuring they stay on track, on budget, and within scope.

Assist in resource allocation to balance priorities across multiple projects and locations.

Provide input for progress reports to government stakeholders, highlighting milestones and addressing risks.

Compliance and Quality Assurance:

Help ensure all program activities meet contractual, regulatory, and quality standards.

Conduct reviews and collaborate on corrective actions to address any gaps in performance.

Track key performance indicators to ensure operational goals are met.

Financial and Resource Management:

Support budget development and resource planning to ensure efficient use of program funds.

Monitor expenditures and assist in preparing financial reports for review by the Program Manager and government stakeholders.

Stakeholder Engagement:

Collaborate with the Program Manager to maintain strong relationships with government stakeholders, contractors, and subcontractors.

Represent the program in meetings, briefings, and reviews as needed.

Qualifications

An Active DoD Top Secret clearance is required for consideration.

Bachelor’s degree in engineering, Facilities Management, Business Administration, or a related field. A master’s degree is a plus.

Minimum of 5-7 years of experience in program or project management roles, preferably in facilities management, engineering, or government contracting. Experience with CONUS and OCONUS operations is preferred.

PMP certification or equivalent is preferred. Certifications in facilities management (e.g., CFM, FMP) or engineering disciplines are a plus.

Technical Knowledge: Familiarity with facilities management, electrical and mechanical engineering practices, and project management processes.

Proven ability to support and manage diverse teams in a dynamic environment.

Strong problem-solving and organizational skills, with attention to detail.

Excellent communication and interpersonal skills, with experience working alongside government agencies.

Proficiency in project management tools and software.
