The Department of Homeland Security (DHS) Cybersecurity and Infrastructure Security Agency (CISA) is at the heart of mobilizing a collective defense to lead the Nation’s efforts to understand and manage risk to our critical infrastructure.

The Deputy Program Manager (DPM) will play a significant role supporting the Program Manager in all aspects of contract execution in support of CSD Operational Support Services. We are looking for a DPM with at least 10 years of experience in contract and project management and will be responsible for participating in all aspects of daily operations ranging from managing staff and schedules, developing processes and procedures, ensuring quality of products, and general oversight of this large contract. The DPM will also need to have strong leadership, briefing and communications skills to interface with all levels of staff and Government

Responsibilities The DPM must have excellent knowledge of performance evaluation and change management principles and excellent communication, problem solving and leadership skills. The DPM will support the PM in organizing all services pertaining to this contract.Routinely engage with staff utilizing a “hands-on” leadership style from planning through mission accomplishment.Assist PM in the development, tracking and completion of contract deliverables to include, but not limited to, Monthly Status Reports, Program Management Reviews, and others as identified in the contract SOW.Develop and maintain strong relationships with clients.Monitor and track status of contract operations and escalate any identified risks to the PM.Monitor and track staffing resources and established schedules to ensure proper coverage of contract tasks and notify PM of any identified staffing needs.Monitor and routinely assess the quality of products produced by staff to ensure products meet client standards and requirements.Identify and notify PM of any needs for staff proficiency training and coordinate implementation.Maintain Government Furnished Equipment Inventory (GFE) list for all contract staff.Coordinate with other task leads to ensure specific deliverables are being completed within the agreed upon timelines and communicating any discovered risks and mitigation plans with the Government.In the absence of the Program Manager, the Deputy Program Manager will serve as the Contractor's authorized representative for the technical and administrative performance of all services required under this contract as well as the first POC for administrative questions or difficulties that arise related to this contract. Qualifications Bachelor’s Degree in a related discipline such as Homeland Security or Business.Must have ten (10) years of related experience or Master's degree and eight (8) years of related experience and the following:Planning and leading projects with 10+ staff and multi-million-dollar budgets.Managing labor services contracts for a Federal Government organization to include subcontractors. Supervising employees of various labor categories and skills similar to those in this contractPreparing and delivering engaging and effective oral and written communications at the highest levels of industry and Government.Active Top Secret security clearance.Must be able to obtain and maintain DHS Suitability.Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.
