ValidaTek is seeking a highly qualified Deputy Program Manager with project management and scrum master responsibilities to support the Department of State, Bureau of Consular Affairs Queue Management (CAQM) lobby line management and customer experience program. The CAQM program provides software, hardware and capabilities that improve the customer waiting and service fulfillment experience at the bureau’s domestic Passport Agencies and Overseas Posts. These locations provide Passport, Visa and Overseas Citizen services for U.S. citizens and foreign nationals.
The Deputy Program Manager will provide program management support for the CAQM contract in collaboration with the Program Manager. This will include supporting all phases of projects including Project Initiation, Project Planning, Project Execution, Project Monitoring and Control, and Project Closure. They will ensure that the project plan, scope, work breakdown structure, schedule, risk, budget, and deliverables are in alignment with the program goals and objectives as defined by the statement of work. They will facilitate the efforts of team members to achieve their project and/or task goals and initiatives. As part of this role, the Deputy Program Manager will play a critical role in ensuring the successful delivery of projects by combining agile methodologies with traditional project management practices. This role requires a deep understanding of Scrum principles and a proven track record in project management. The ideal candidate will facilitate agile ceremonies, manage project timelines, and ensure effective communication among stakeholders to achieve project goals.
ResponsibilitiesDeputy Program Manager Responsibilities:
Supervises and coaches Scrum Master/Project Manager and Tech Writer Assigns resources to program, establishes program objectives, and monitors progress. Develops program plans and facilitates resolution of all issues to reach program goals. Manages and communicates ongoing changes in tasks, goals, or performance. Participates in client meetings, contract finalization, and development of requirements and specifications. May provide planning, design and implementation support to assigned area. May be responsible for ensuring successful integration of all program segments and services. May serve as primary liaison with program sponsors, customers and other stakeholders.
Scrum Master Responsibilities:
Facilitate daily stand-ups, sprint planning, sprint reviews, and retrospectives. Ensure the team follows agile practices and principles. Remove impediments and shield the team from external distractions. Foster a culture of continuous improvement and team empowerment. Coach and mentor team members on agile methodologies. Collaborate with product owners to manage and prioritize the product backlog. Support the Product Owner and Scrum team members with feature and user story development that outline the requirements and acceptance criteria. Monitor the team’s progress and performance, using metrics such as burndown charts, and report to stakeholders as needed.
Project Management Responsibilities:
Develop and manage detailed project plans, timelines, and budgets. Coordinate with cross-functional teams to ensure project milestones are met. Identify and mitigate project risks and issues. Track and report on project progress, performance, and deliverables. Ensure projects are delivered on time, within scope, and within budget. Manage stakeholder expectations and communication. Qualifications BA/BS or equivalent years of experience working in a related position. Active Secret Clearance Certified Scrum Master (CSM) or similar certification. Project Management Professional (PMP) or equivalent certification - preferred. Minimum of 10 years of experience in a combined program management, Scrum Master and project management role. Strong understanding of agile methodologies and frameworks such as Scrum, Kanban, etc. Proven experience in managing large-scale projects. Excellent leadership, communication, and interpersonal skills. Ability to work in a fast-paced, dynamic environment. Proficiency in project management tools (e.g., Jira, Trello, MS Project). Strong organizational and multitasking skills. Problem-solving and conflict-resolution abilities. Ability to work collaboratively with diverse teams. Adaptability and flexibility in responding to changing project demands. Experience working with Department of State, specifically the Bureau of Consular Affairs - highly preferred.Posted Min Pay Rate USD $130,000.00/Yr. Posted Max Pay Rate USD $165,000.00/Yr. Salary Disclosure Actual salary will be based on a variety of factors including but not limited to experience, geographic location, contract affordability, internal equity, education, and certifications.
The upper end of the salary range may be reserved for individuals who have demonstrated tenure with the company, seniority, and proven excellent performance.
