Deputy Program Manager - Water - (Virginia)
**Description** Burns & McDonnell's rapidly growing Water Practice is in search of Deputy Program Managers for key assignments across the United States. This position requires self-driven individuals responsible for program management and capital program assistance services of large capital programs or strategic consulting/advisor engagements. The candidate will focus on working with Senior Leadership to develop business, building engineering and construction capabilities, and managing major initiatives for wastewater and water utilities. This includes helping to grow the Water Practice in a dynamic and profitable manner based on Burns & McDonnell’s core values of client satisfaction, commitment, dedication, integrity, safety, and overall outstanding service. Specific areas of responsibility include the following: + Provide managerial and technical direction to professional and support staff during project execution, including project controls, data management, capital project delivery, public outreach, regulatory compliance, and construction management. + Establish project teams, coordinate activities of multiple disciplines, and ensure the efficient, cost-effective utilization of staff.  + Program planning, budgeting, and the establishment of critical objectives. + Manage all aspects of project communication.  + Must be able to manage for results, maximize project profitability, manage billable hours on projects and achieve stated targets and standards for financial performance. + Support and lead negotiating compliance schedules and terms with regulatory agencies; develop and present program issues to regulatory agencies as well as the general public. + Assist in the development of already established clients and new clients. + Establishing and negotiating scope, schedule, and fees with clients and sub-consultants. + Provide leadership, guidance, and instruction to less experienced staff. Assist in recruitment, mentoring, and retention of junior staff. + Lead internal and external project risk reviews and consult with Risk Department as required.  + Participate in and attend industry-associated conferences and/or committees.  + Develop relationships with other consultants and contractors to build possible teaming arrangements for future pursuits. + Promote and follow Burns & McDonnell safety protocols on all projects. + Other duties as assigned. Program Description: Hampton Roads (HRSD) The Mid-Atlantic Regional (MAR) Water practice is seeking candidates interested in serving as Deputy Program Manager on the Hampton Roads Sanitation District (HRSD) Progressive Design-Build High Priority Inflow and Infiltration Reduction Program. HRSD is implementing this program in accordance with a Federal Consent Decree and has selected Burns & McDonnell to design and construct up to nineteen high priority inflow and infiltration reduction projects under the Public-Private Education Facilities and Infrastructure Act of 2002 (PPEA). The goal of this Program is to reduce capacity-related sanitary sewer overflows (SSOs) within pre-selected locality catchments through the cost-effective reduction of inflow and infiltration (I&I). Work is located in York County, and the Cities of Chesapeake, Newport News, and Norfolk on locality-owned assets, HRSD-owned assets, and/or on private assets/property. HRSD’s budget for this program is approximately $130 million. As the Design-Builder, the Burns & McDonnell Team, which includes five local subconsultants and multiple subcontractors, has multiple function groups responsible for I/I reduction project planning, collection system flow monitoring and hydraulic modeling, sewer system evaluation studies (SSES)/sewer condition assessments, wastewater collection system engineering and design, and construction of each collection system I/l reduction project. Support services to be provided by team function groups include program management and administration; contract administration support for Burns & McDonnell’s procurement of SSES and general construction contractor services; program/project controls and dashboard reporting of program/project status; public outreach and stakeholder engagement; data and document management. All construction work must be substantially completed by December 31, 2028. The candidate will support the Program Manager with leading our team’s scope of services including coordination, collaboration, and quality control of services provided by various team function groups to effectively and efficiently deliver the program. This is a full-time position working at Burns & McDonnell in Chesapeake, VA. Seeking a licensed professional engineer or senior construction manager with 10 -15 years of wastewater collection system engineering, project management and/or progressive design-build experience; working collaboratively with subcontractors and HRSD staff; and presenting program technical information to non-technical stakeholder audiences. Specific day-to-day responsibilities will be determined through collaboration with the Program Manager and engagement of function group leaders. Ideally, the candidate has a passion for collaborative capital project delivery to support the future growth of the MAR Water Practice.
