The WTR practice is seeking candidates interested in serving as Deputy Program Manager for the West Virginia Department of Environmental Protection’s Design-Build Pilot Program. With work commencing in October 2024, Burns McDonnell will serve as WV DEP’s Owner Advisor, providing support to WV DEP as they deliver abandoned mine lands projects for the first time via progressive and fixed-price design build methods. WV DEP is responsible for delivering projects associated with land reclamation and restoration due to legacy and post-law coal mining. The design-build pilot program includes projects covering a wide range of technical elements, including mine portal and shaft closure, stream restoration, acid mine drainage, heavy civil earthworks, and pressure grouting. Services provided include program management and administration; program/project controls; design-build procurement support; stakeholder engagement; preconstruction and estimating; and technical and construction-related support. BMcD services will be provided by staff across a wide range of disciplines and locations across several GPs. WV DEP’s design-build pilot program is a “proof of concept” pilot aimed at demonstrating design-build as a delivery method that can be leveraged in support of a $2.5B plan for mine site restoration across the state.
The candidate will provide overall program leadership in support of the Program Manager. This is a part-to-full time positionwhereupon the Deputy Program Manager will flex to meet the needs of the program and otherwise provide support to the Program Manager on other similar active projects in the Mid-Atlantic Region. The candidate will be expected to work on location at WVDEP's Fayetteville, West Virginia regional office on an as-needed basis and may otherwise be located out of Burns McDonnell's Arlington or Richmond offices. WV DEP’s office is located a stone's throw from the New River Gorge National Park and the region offers abundant outdoor recreational opportunities, including some of the best whitewater in the country.Required skills include water/environmental engineering, project/program management, the ability to drive tasks, activities, and projects from concept to completion, and the ability to work collaboratively with client and team stakeholders. Preferred experience includes familiarity with public agencies; understanding and experience with design-build delivery methods; and presenting complex information to non-technical audiences. Specific day-to-day responsibilities will be determined through collaboration with the Program Manager.
