Job Title: Deputy Project Manager (DOT)

Job Summary: EMCOR Government Services has a need for a Deputy Project Manager (DPM) in Washington, DC.  This position involves operations and maintenance planning, organizing, coordinating, directing and controlling all contract functions to include those of the Project Manager.

 

Essential Duties:

Fully responsible for the successful completion of all aspects of the assigned contract between EGS and the client. Prepares quarterly financial forecasts and monthly updates. Ensures that the contract is managed in a manner that meets all contractual requirements and financial goals. Maintain and track performance metrics. Oversight and execution of financial operations to include creation/review/closure of POs, billing work file, work in progress, invoicing, and other financial tools/software. Leads a team of technical employees. Responsible for maintaining a strong, trained, and disciplined workforce.  Must be experienced in the operation and maintenance of a 24/7 mission critical facility, operating energy management control systems and have HVAC/electrical experience and supervising multi-skilled technicians. Manages the overall operations of the contract, including: the performance of daily operations, scheduled maintenance; IDIQ construction and renovations; administration of subcontracts for facilities work. Evaluate and ensure the efficient operation of the project, controlling operational expenses at a minimum level that is consistent with sound maintenance practices and contractual requirements. Provide administrative and technical direction and supervision to staff in completing work assignments. Supervise the negotiation and bids for IDIQ construction and renovation contracts; and administer such contracts. Discuss, plan, and delegate project assignments to staff; determine building and maintenance priorities. In consultation with the Project Manager make recommendations concerning the hiring, promotion, and termination of plant staff. Advise, discuss, and inform Client Facilities Staff members on physical plant matters and problem areas. Ensures proper upkeep of facilities to include heating, ventilation, air conditioning, sanitation, general appearance of buildings and grounds and emergency situations affecting the facilities. Coordinates purchase of necessary supplies, equipment and services from appropriate sources and maintains proper inventory control, maintenance, and consumable supplies. Maintains liaison with architects, engineers, and contractors/subcontractors engaged in renovation, or other major projects. Maintains sufficient records, files, controls, and procedures to ensure management and work production. Ensure that CMMS data files are complete and current. Review QC and QAE inspection reports and initiate and oversee corrective actions to eliminate rework. Develop and execute training sessions for employees. Maintains a strong safety program. Ensures that all administrative employees follow the EGS Business System.

 

Qualifications:  

This position requires a related certification from an accredited institution or ten (10) or more years’ experience in maintenance and repairs on Commercial-Industrial building equipment to include demonstrated understanding of operation of electrical, HVAC and mechanical systems including 8 of the 10 years as a supervisor. Current DC 3rd Class Steam Engineers License preferred. Ability to plan, organize, coordinate, direct, and control all aspects of facilities activities. Ability to work with the customer to find mutually satisfactory solutions to difficult issues. Ability to work with management systems and variety of skilled/unskilled, professional, administrative, and industry personnel. Experience and knowledge of office administration, plant management, reporting, budgeting and control, and business operations, blueprints, buildings, grounds, equipment, housekeeping, construction, repair, maintenance, purchasing, inventory control, fire, safety management, and OSHA codes. Strong working knowledge of CMMS systems. Strong experience with Windows and MS Office. Demonstrated skill at developing and nurturing client relationships. Excellent communication skills – verbal and written. Ability to organize and lead a group of people. Ability to work independently or as member of a team. Ability to adapt to ever changing priorities. Perform other tasks as directed by his Supervisor. Candidate must be able to obtain HSPD-12 clearance.
