Job Overview The Deputy Project Manager serves as second in charge to the Project Manager and is responsible and accountable to the customer in the absence of the PM. When acting as the alternate PM is responsible and accountable for the proper supervision, management, oversight, and execution of a wide variety of contract requirements. The Deputy Project Manager applies leadership principles to promote employee development, creative thinking, empowerment, and open communication. This position strongly influences contract performance, financial management, safety, and quality of work, supervision of employees, personnel administration, responsiveness, and contract compliance. Duties as the Facility Operations Manager include being responsible and accountable for the proper supervision, administration, execution, and oversight of the facility operations functions and personnel. Provides leadership and technical and professional direction and guidance to an in-house workforce through supervisors responsible for O&M functions in the areas of service call operations; work request management; work order allocation; facility maintenance and repair. Guides supervisors in work prioritization, implementing cost effective measures to work execution and in making decisions regarding work quality. Work Model: Onsite/In-Office Responsibilities Essential Duties & Job Functions: Guides staff in work prioritization, implementing cost effective measures to work execution and in making decisions regarding work quality. In support of the PM, develops and implements processes, procedures, and initiatives to effectively and successfully execute contract requirements, monitor progress, enhance performance, and address and resolve performance deficiencies. Communicates operational activities routinely to subordinate managers and supervisors as well as various government agencies responsible for site operations. Directs and controls the activities as required to meet or exceed contract performance objectives and thresholds. Performs all necessary management functions in order to plan, implement, track, report, and deliver the required services described in the applicable Performance Work Statement (SOW). Leverages resources and develops planning methods and techniques to accomplish site-wide work. Directs contract activities and sets the priorities for the entire project. Conducts regular work control and scheduling meetings to ensure the effective execution of work. Conducts regular staff meetings. Monitors all work in-progress and adjusts work and/or staff to meet variable workloads and/or changes in work and schedules which cannot be accurately predicted. Reviews and approves proposed work schedules and assesses long- and short-range work plans. Provides technical and professional expertise, advice, and opinions on work of significant depth and complexity. Initiates, implements and manages the site maintenance program based on best practices in the wine industry, with an emphasis on planning/scheduling and preventive/predictive maintenance Plans and organizes the facilities, maintenance staff and outside contractor and vendor services required for the repair and maintenance of buildings, equipment, systems, infrastructure and grounds. Participates in short, medium & long term objective setting, development and performance review of site equipment, infrastructure, buildings and grounds. Prepares reports, analyzes data and work order requests and makes recommendations for improving operations and solving maintenance related problems. Initiates and carries out projects that improve efficiency and/or reduce operating costs. Develops and maintains a maintenance management system for planning, scheduling and tracking work orders, spare parts and maintenance history of equipment. Directs and manages the maintenance staff in all aspects of maintaining the winery properties Provides project leadership and direction on work assignments, coordinating efforts, providing technical guidance, training, coaching, and reviewing assignment progress. Supervises the work of subcontractors on general building or plant maintenance in accordance with winery protocol and vendors. Ensures all maintenance technicians are adequately trained in the most up to date SOPs, equipped, and motivated so that the maintenance program can be accomplished in a safe, timely and cost-effective manner. Establishes and enforces standards for quality of workmanship. Conducts employee performance reviews based on job descriptions to determine competency, knowledge and contribution of the maintenance and facilities group. Sets goals and development plans for each direct report. Hires maintenance and facilities personnel to meet budgeted staffing requirements. Ensures safe work practices and adheres to all safety policies and procedures. Job Requirements Mandatory: Possess at least three (3) years of recent (within the past 10 years) responsible experience in the management and supervision of complex commercial and institutional facilities involving facility operations and maintenance of the approximate size and characteristics of the FLETC Complex. Demonstrated skills and knowledge in planning for and establishing the management and structural organization needed to operate and repair complex mechanical, electrical, and plumbing It is highly desired that this experience include facilities in support of Government installations, facility maintenance, and human resources at facilities having the approximate size, characteristics and service mix as the FLETC Artesia. Previous roles supporting Homeland Security Missions and training is a plus. Bachelor’s degree in a related management, business, or civil engineering field is preferred. must have specific experience in financial reporting, plant operations, preventative maintenance programs, work scheduling, quality control systems Proficiency in oral and written communications. Basic computer skills to include the ability to input data into the system and generate various reports and correspondence as required.
