Duties Description Preferred Quals:• Primary experience in the formulation, implementation, and/or evaluation of program policies related to immigration or consumer protection.• Secondary experience in the formulation, implementation, and/or evaluation of policies related to federal grant programs.• Experience with governmental grant programs.• Experience with governmental regulatory, oversight, investigative, or administrative enforcement programs.• Experience in leading teams of professional and support staff.• Familiarity with New York State government policies and programs.• Experience working within the NYS Executive branch of government.• Advanced degree such as a Masters, J.D., or PhD, related to public administration, public policy, law, or other areas with a nexus to assigned program areas.• Three or more years of experience in a managerial capacity inclusive of both program direction and managing staff of large work units or divisions (40+ staff) and overseeing organizational structures that include multiple levels of supervision.Duties DescriptionReporting to the Executive Deputy Secretary of State, the Deputy Secretary of State for Economic Opportunity provides executive and operational oversight and policy guidance for major program areas of the Department of State that include the Office for New Americans, the Division of Community Services, the Division of Consumer Protection, and the Address Confidentiality Program. Specific duties include:• Manage day-to-day operations of assigned major program areas through supervision of division/program directors that administer specific portions of program areas.• Includes a portfolio of approximately $150 million in federal and state funds, including the Community Services Block Grants (CSBG), and oversight of the allocation of funds among not-for-profit community-based organizations and Community Action Agencies through a competitive procurement process.• Includes managerial oversight of approximately 60 staff among 4 divisions/programs.• Direct the planning, research, training, technical assistance and program administration work performed by staff of assigned divisions, including development and recommendation of new initiatives, long term program goals, improvements in program services, priorities and strategic initiatives, and program objectives.• Manage, develop, and implement policies and strategic programs to foster integration for new Americans; to protect and educate consumers; and to ensure essential service delivery to families in need within New York State.• Maintain a current knowledge of relevant laws, regulations, and program requirements of assigned divisions and programs.• Develop standards and implement performance management programs to evaluate staff performance and the success of programs and services.• Manage the development, review and revision of rules and regulations associated with assigned programs.• Prepare and review briefing materials, policy and budget proposals, public remarks, and press releases for the Secretary of State and the Governor’s Office.• Represent the Secretary of State and Executive Deputy Secretary of State in various meetings, public forums, and speaking engagements.• Oversee the preparation of reports for Executive staff for management purposes.• Work closely with the Secretary of State and Executive Deputy Secretary of State in planning and setting policy direction and priorities for the Department.• Provide informed responses to Department Executives, legislative staff members, the Division of the Budget, the Governor’s Office and other pertinent public interest groups on topics and issues pertaining to assigned major program areas.• Respond to the needs of the Secretary of State in sensitive and confidential matters and in a manner which is consistent with the Secretary’s philosophy.• Perform other duties and assignments, as directed.Travel is expected mainly between the Albany and NYC office
Minimum Qualifications Minimum QualificationsBachelor’s degree and eight years of relevant and progressively responsible professional experience in programs providing services to vulnerable populations, or those with targeted service needs. At least three of the required years of experience must have been in a managerial capacity that included both program direction and managing staff.Four years of specialized experience; or an Associate’s degree and two years of specialized experience may substitute for required Bachelor’s degree.J.D. or Master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.
