Location District Department DT Human Resources Job Summary Reporting to the District Title IX Coordinator, the Deputy Title IX Coordinator serves as a leader and administrator of the College’s Title IX program. This position supports the Title IX Coordinator in the daily operations of the College District’s Title IX program and compliance obligations and assists in the management of sexual misconduct reports and investigations from receipt to resolution.

The Deputy Title IX Coordinator will be a neutral first point of contact for members of the College District community for sex and gender-based complaints related to sexual harassment, sexual assault, dating and domestic violence, retaliation, intimate partner violence, stalking, pregnancy, and parenting, LGBTQIA+ harassment and discrimination, and other forms of sexual misconduct. Primary Duties and Responsibilities Essential Performance Requirements Receives and responds to incoming Title IX complaints timely and accurately Serves as a primary investigator and conducts thorough, fact-based, trauma informed investigations of alleged violations of District policy and procedure; to include complaints involving sex and gender-based violations under Title VII and Title IX, such as sexual harassment, sex discrimination, and gender-based discrimination by students and employees Serves as a hearing officer when applicable Coordinates the initial outreach to potential complainants (students, employees, faculty, and third parties) and ensures they are provided with information about the rights, resources, and processes under Title IX Recommends policy and procedure changes based on current or emerging laws, litigation, and regulations, and assists the District Title IX Office in the development, preparation, and review of related policies and procedures Assists with the periodic and annual review of policies and procedures to continuously identify and integrate best practices in the Title IX investigation and case management process Ensures ongoing compliance with Title IX by collecting and analyzing data, writing comprehensive investigative reports, analytical reports, quarterly and annual reports, and maintaining records of investigations Coordinates and manages the formal and informal Title IX Grievance Process, including, but not limited to, investigations, hearings, and appeals in accordance to Title IX regulations and College District policies


Management Consultation Provides timely and accurate information, guidance and support regarding the Title IX program, processes, and regulations to internal and external members of the College District Community Participates in campus Care Team meetings Collaborates with law enforcement authorities, Legal/General Counsel in handling complex Title IX and EEO cases Partners with the Title IX Compliance Officer to ensure compliance with federal and state laws including, but not limited to the Clery Act, Family Educational Rights and Privacy Act (FERPA), Title IX, Violence Against Women Act (VAWA), Drug Free Schools and Community Act Assists or partners with institutional partners, education and outreach activities to increase campus awareness of services and resources available to students, staff, and faculty (i.e., Sexual Assault Awareness Month, Welcome Week Events, Domestic Violence Awareness Month, New Student Orientation)
General Supervision and Management Responsible for personnel management, evaluation, and development of assigned Title IX Case Manager(s) Partners with the Title IX Case Manager to conduct complainant intake, triage, and determine appropriate resolution of complaints Manages the provision of supportive measures to applicable parties by assigned staff
Service Excellence Participates on behalf of the College in external community organizations and associations as assigned to support the essential performance requirements Actively works to build successful relationships with internal and external customers Attends the workplace regularly, reports to work punctually, and follows a work schedule to keep up with the demands of the worksite Completes all required training and professional development sessions sponsored through Tarrant County College (TCC) Supports the mission, values, goals, and principles of the College
SupervisionWorks under the general supervision of the District Title IX Coordinator

Required Minimum Qualifications Bachelor’s degree Three (3) years’ working experience related to the Primary Duties and Responsibilities Two (2) years’ experience supervising (e.g., managing, evaluating the performance of others) Preferred Qualifications Degree in Education, Human Resources, Educational Psychology, Criminal Justice, Counseling, Social Work, or related field Master’s degree Juris Doctorate from an accredited law school Title IX Coordinator or investigator certification At least one (1) year’s working experience collaborating with law enforcement authorities, Legal or General Counsel in handling complex Title IX and EEO cases Knowledge, Skills and Abilities Knowledge of and ability to interpret State and Federal laws and regulations in relation to Title IX, the Violence Against Women Act (VAWA), the Clery Act, Campus SaVe Act, TitleVII of the Civil Rights Act of 1964, Section 504 of the Rehabilitation Act of 1973, HB1735, SB212, and the Family Educational Rights and Privacy Act (FERPA) Knowledge and cultural competence of unconscious bias, consent, and bystander intervention Knowledge of best practices and methodologies for conducting trauma informed investigations alleging discrimination based on sex and gender, including interviewing, gathering, and analyzing evidence, and writing comprehensive investigation reports, including providing supportive measures to all parties Skilled in conducting complex investigations and preparing defensible, and thorough investigative reports regarding EEO, Title IX, student conduct, sexual harassment, sexual misconduct or sex and gender-based discrimination Skilled using Maxient or a similar database, Microsoft Office (Word, Excel, Outlook, PowerPoint) or appropriate alternative software to effectively perform the essential functions Skilled in policy and procedure interpretation, development, implementation, and training Ability to maintain confidentiality, boundaries, and professional relationships while handling sensitive, complex issues, and modeling high standards of honesty, integrity, trust, and ethical behavior Ability to work independently and manage multiple, on-going, and complex caseloads of Title IX-related incidents and complaints Ability to work with individuals and groups representing a wide range of backgrounds Ability to think critically to effectively solve and communicate problems in a fast-paced environment where the demands for work are varied, and unpredictable in scope and volume Ability to communicate effectively in both written and oral format Ability to organize, analyze, and prioritize work, and data of self and direct reports Ability to effectively present complex information to groups and individuals Ability to travel to different campus locations for problem resolution, meetings trainings, etc. Physical Demands and Work Environment Physical DemandsThe physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
