The Division achieves this mission and vision through its four (4) Sections: Center of Excellence, Fire and Life Safety, Professional Qualifications and Training, and Wildland Fire Management. Each of the four sections serve Colorado’s fire community in a different capacity- from training firefighters to technological advancements in public safety, responding to and managing wildfires to building code enforcement, DFPC is dedicated to serving and safeguarding the people of Colorado while protecting property, resources, environment and quality of life. One of the Wildland Fire Management Section’s (WFMS) primary roles is to assist and support local agencies with a range of wildland fire management programs including administrative, technical, preparedness, planning, response, and prescribed fire and fuels functions. Wildland fire management in Colorado is a cooperative, interagency partnership between local, county, state, tribal, and federal entities. Wildland fire protection responsibilities on non-federal lands in Colorado follow a hierarchy of: local jurisdiction > county sheriff > and finally to the State of Colorado (DFPC). WFMS plays a crucial role in coordinating with external partners and representing Colorado at both regional (multi-state) and national levels. This position is an operational, field level position with supervisory responsibilities whose primary purpose is to oversee air tanker operations in support of fire suppression, and other aviation management projects. ABOUT THE POSITION The Air Tanker Manager (Supervisor) is the supervisor of Air Tanker manager(s), the primary purpose of this position is to serve at minimum as a SEMG in support of fire suppression readiness and response. The position exists to administer the Large Air Tanker (LAT) and Single Engine Air Tanker (SEAT) operations & contract administration in the field, and manage the Air Tanker operations according to the established DFPC and Interagency guidelines. Wildland Fire Suppression - Air Tanker Operations While providing for their individual safety and the safety of assigned employees, the employee works as a supervisor during fire suppression and incident response in support of Air Tanker operations. This position manages as well as serves at minimum as a fully qualified SEAT Manager (SEMG) on incident or pre-positioning assignments. Duties will include, but not limited to: + Manages and provides oversight to air tanker operations in support of fire readiness, fire suppression response and other aviation management projects. + Provides aerial and ground support in the suppression response of wildland fires. + Selects, prepares, mixes, and tests aerial retardant and suppression products for loading on air tankers. Determine reordering levels and coordinates accordingly + Plans, coordinates, and directs air tanker crews in support of fire suppression including initial attack and extended attack fires; + Performs as liaison between contractor, airport, other state and federal land management agencies, and DFPC. + Completes and maintains reports and records for aircraft use, expense documentation, and cost allocation. + Ensures operations adhere to DFPC guidelines and regulations, as well as continued compliance with relevant national standards. + Ensures all the required elements identified for an air tanker base are current and available for all personnel to review, ensures subordinates are aware of changes or new requirements. + Conducts daily briefings, mission briefings, and debriefings with the pilots, other contract personnel, and government employees assigned to the operation including mission priorities, quality of retardant, drop effectiveness, or any other problems or concerns that may arise. Documents all information provided to the pilot. + Ensures equipment is in good working condition, prepares equipment for off season. Coordinates with equipment manufacturers and chemical providers for on-going maintenance needs. + Requires the ability to perform duties under stressful and adverse operating conditions, such as long hours, heavy workloads, emergency situations, adverse working and environmental conditions. + Incident response may require travel to activated Air Tanker Bases to support fires, severity assignments, and pre-position assignments throughout Colorado and across the nation. + Incident response may require position to be assigned to an air tanker base for two weeks or longer. + Incident response may require working long hours (up to 16 hours per day) in outdoor settings and performing strenuous manual labor under extreme environmental conditions. + Work schedules will be expected to be flexible and modified at times to fit the business need, contract availability requirements and will vary based on fire conditions. Supervision The Air Tanker Manager Supervisor supervises assigned personnel and day-to-day operations. This includes, but is not limited to: + Provides direction, oversight, support and training to assigned employees; evaluates employee schedules and work load, makes adjustments as conditions warrant; + Based on general guidance from the DFPC Director, by and through the WFMS Chief, develops professional development plans for assigned employees while implementing the goals and mission from the Branch leadership to support all WFMS programs and incident response; + Based on general guidance from the DFPC Director, by and through the WFMS Chief, develops work plans and schedules for subordinate staff including, but not limited to, training programs for staff and customers, community outreach and education, statistical reporting, and overall preparation for emergency response; + Schedules, coordinates tasks and logistical needs, evaluates, and provides safety guidance and oversight to assigned employees; + Conducts performance evaluations of all assigned employees, makes recommendations on remediation or advancement; + Based on technical guidance of the Appointing Authority or delegate, participates in the recruitment process , coordinates interviews, and makes recommendations to hire, promote or transfer; + Manages informal grievances of assigned employees; + Collects and provides documentation to the appointing authority to support progressive disciplinary actions when needed; + Oversees and reviews work products and employee health, and adjusts deadlines and plans of work accordingly, communicates concerns with supervisor as needed; + Compiles all required incident documentation including but not limited to tracking Crew Time Reports, Equipment Shift Tickets, resource orders and more. + Approves time in state timekeeping systems, verifies employees are following best practices related to time entry, incident documentation, receipts, travel documents etc; signs and approves all overtime, travel and purchase forms. Aircraft Preparedness & Contract Administration Position is responsible for the overall preparedness of aircraft operations and adherence to contract specifications, safety requirements, and fiscal accountability. This includes, but is not limited to: + Obtains and reviews any agreements that are in place for a facility prior to operations, and provides all members of the operation with a complete briefing on the contents of the agreement. Ensures subordinates and relief managers are made aware of changes. + Determines the type of contract aircraft is under, (ie Exclusive Use (EU) or Call When needed (CWN)); ensures compliance of personnel with contractual specifications. + Conducts a pre-use walk around inspection and completes inspection forms of the aircraft and ground support equipment, and reviews both the pilot qualification card and the aircraft data card to ensure the adherence to the specifications outlined in the contract. + Completes administrative tasks, reviews payment documents and operational forms as required and ensures that the contractor completes records and reports as required. + Coordinates with local airport authorities regarding any special takeoff, ramp, or landing requirements. + Maintain time and use records on equipment, fire retardant, and personnel assigned to the air tanker base utilizing the proper forms and databases. + Ensures the cleanliness and safety of the ramp area. + Performs as liaison between contractor, airport, other state and federal land management agencies, and DFPC. Operations Safety Management & Other Duties as Assigned Position implements a safe and efficient air tanker base management program. + Responsible for crew’s and other users’ welfare and safety in all aspects of the job, communicating issues up and down the chain of command. + Manages the environmental and workplace hazards of the wildland fire environment. + Maintains awareness of changes in aviation policy, regulations, and procedures, ensures assigned employees understand changes. + Coordinates with base manager DFPC Director, WFMS Section Chief, and WFMS Aviation Chief for aviation operational and policy oversight. + Conducts safety-related education programs focusing on training and certification. + Leads and participates in safety sessions and critiques; presents safety topics to crew. + Prepares hazard and risk analyses for wildland fire environment hazards and associated aviation hazards. + Contributes to the implementation of a base/incident operational safety plan. + Coordinates efforts to ensure that all fuel and retardant spills are properly cleaned according to the established base procedures or environmental and/or hazardous materials procedures. + Communicates effectively with multichannel radios, prepares and programs radios for assignments and repair and/or replacement. + On-going training and professional development in the State of Colorado; CDPS, DFPC & WFMS standard operating policies, procedures & guidelines.
