Diagnostic Radiologic Technologist
Summary This position is located within VISN 6 Healthcare Technology Management, with administrative and performance input from the VISN 6 Diagnostic Imaging Integrated Clinical Community (ICC) Lead. The VISN Picture Archiving and Communication System (PACS) Administrator serves as a liaison for Clinical Users, Healthcare Technology Management (HTM), and Office of Information Technology (OI&T). Responsibilities This position is located in the catchment area of VISN 6. Pay will be determined based on the employee's worksite location. The VISN 6 facilities are: Asheville, Fayetteville, Salisbury and Durham located in North Carolina and Richmond, Hampton and Salem located in Virginia. Duties include but are not limited to: Function as a program specialist responsible for the management of VISN or national initiatives having a high degree of visibility and a significant impact on VHA health care delivery. Provide oversight of medical imaging distribution across the VISN, including identifying and remediating issues. Perform complex system administrator functions. Serve as a team leader in planning, acquiring, and deploying PACS and PACS-related systems. Ensure compliance with all local and national requirements, including VA information security and privacy. Managing VISN initiatives for implementation, enhancements, and on-going management of VISN imaging systems including, but not limited to, Radiology, Cardiology, Pathology, Optometry, Ophthalmology, Endoscopy, and Dental Services as necessary. Managing related systems such as dose reporting, dictation software, Nuclear Medicine software, and other integrated VISN wide systems as needed. Provide advice, assistance, and support to VISN HTM, Diagnostics ICC, and Clinical leadership, as well as developing and implementing procedures, policies, and programs that ensure the successful operation of the VISN PACS program. The VISN PACS Administrator may be required to travel to VISN 6 sites to support PACS operations and/or facility PACS Technologist duties. English Language Proficiency: DRTs must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). Certification: All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology, Radiography (ARRT) (R). Education: Completion of a full-time training course of at least 24 months in duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from other accrediting agencies as recognized by the Department of Education (DOE). IN ADDITION TO MEETING THE BASIC REQUIREMENTS LISTED ABOVE, YOU MUST MEET THE GRADE REQUIREMENTS IN ORDER TO QUALIFY FOR THIS POSITION. GS-12 Experience: At least one year of experience equivalent to the next lower grade level GS-11 directly related to the position being filled. This includes serving as a liaison for the Office of Information and Technology (OI&T), Biomedical Engineering staff and clinical users to ensure the PACS system is configured to optimize imaging including distribution capabilities; developing methods and programs to evaluate, monitor and maintain digital imaging and voice recognition systems; serving as team leader in planning, developing, and instructing users in the operation of PACS (Picture Archive Communication System) network elements, the integration of these with related systems, and recommends corresponding upgrades; researching and or/analyzing problems, issues, or program requirements supporting the functions of a digital imaging system; performing complex system administrator functions such as: oversight of RIS (Hospital Information System/Radiology Information System) links necessary to interface with the HIS (Hospital Information System), Application Entity (AE) titles, individual and user group creation, and access management, system filters, exam code dictionaries, DICOM configuration testing, hanging protocols, voice file exchange, and other duties associated with this position; and ensuring compliance with all national and VA information and security requirements, including archiving of images to VistA imaging. In addition, you must have experience which demonstrates the following knowledge, skills and abilities: i. Knowledge of VISN initiatives and/or intra-agency workgroups or committees. ii. Ability to develop and/or recommend VISN policies and/or directives. iii. Ability to perform VISN special projects and activities. iv. Skill in managing resources at a complex facility or organization, i.e., space, equipment, supplies, personnel at VISN level. Preferred Experience: Minimum of one year experience as a Health Care System's (e.g., the VA Medical center, Health Care Clinics, and Community Based Outpatient Clinics) Imaging PACS Administrator performing the following activities: Guidance, instruction, maintenance and troubleshooting in the daily operation of an Imaging Service's Picture Archiving and Communication System (PACS), voice recognition system (PowerScribe 360), and the radiology package in Vista Providing support in the clinical operations and management of digital imaging acquisition, processing, display, storage, and database management Working with other Services (Primary Care, Specialty Care, the Office of Community Care, and other clinical areas as needed) and users of digital radiographic images and other digital imaging throughout a Veterans Integrated Service Network (VISN) Liaison between the local PACS system and the primary and secondary PACS backup data centers for their VISN Reference: For more information on this qualification standard, please visit https://www.va.gov/ohrm/QualificationStandards/.
