Title: Diego Garcia: Electronic System Maintenance DESCRIPTION OF JOB TASK AND RESPONSIBILITIES: + Plans, organizes, coordinates, and monitors the performance of the maintenance technicians in the Maintenance Section to ensure compliance with the maintenance and material management (3M) program. + Ensures compliance with operational procedures and technical standards. + Assigns all technical and non-technical tasks to section lead technicians as necessary to ensure optimum performances. + Provides technical assistance and supervision to subordinate personnel. + Supervise and provide technical assistance and training to all section personnel on the operation, maintenance, testing, and troubleshooting of NCTS communications equipment. + Determine requirements for repair parts, on-hand spare parts, and other support equipment necessary for maintenance and operations, coordinate with supply tech to assure timely logistic support. + Originate all required PMS schedules and monitor schedule compliance. + Performs frequent random inspections (Spot Checks) to ensure timely and proper completion of scheduled PMS requirements. + Maintains all records relating to PMS schedules, maintenance actions, additions, deletions, modifications of equipment, and any authorized modifications to existing Maintenance Requirement Cards (MRC) IAW OPNAVINST 4790.4 and NAVSEAINST 4790.8 series 3M Manuals and supporting NCTSFE Det Diego Garcia 3M Instruction as applicable. + Conducts a continuing review of all phases of the local preventive maintenance program (PMS) to ensure adequate accuracy of PMS coverage, administrative procedures, and 3M/PMS training. + Oversee operational Personnel Qualification Standards (PQS) and technical training; conduct annual technical performance evaluations of assigned personnel; conduct performance spot-checks; provide all required operational and maintenance reports, ensures current operational and maintenance status of equipment is within contract requirements and available for use; continually reviews and updates standard operating procedures, and provides technical assistance to all maintenance personnel in resolving complex technical or communications problems. + Performs other duties as assigned. BASIC JOB QUALIFICATIONS: (Knowledge, Skills, and Abilities (KSAs): + Must be a U.S. Citizen and have a Secret clearance. + Must possess administrative, organizational, and computer skills to include proficiency with Microsoft Office suite including (MS Word, PowerPoint, Excel, and Outlook). + Ability to work quickly and in a potentially high-stress environment. + Must have good oral and written communication skills which enable to effectively liaise with clients, other departments within the organization, subcontractors, and clients, and report directly to the Senior Management. + Must pass overseas medical screening and be in good health. JOB SPECIFICATIONS: SPECIAL CERTIFICATIONS OR TRAINING + Personal Qualification Standard (PQS) training for Maintenance Supervisor (3-M 304) is required within three (3) months of contract award or upon hiring. EDUCATION: + High school graduate or successful completion of a two (2) year resident course at a technical institute specializing in electronics or communications technology or the equivalent military training in communications electronics. + Specialized electronic experience of more than three (3) years may be substituted for educational requirements. U.S. Navy Electronics Technician SATCOM "C" school for the AN/FSC-78/79 and AN/GSC- 52B Heavy Earth Terminal and the U.S. Navy Maintenance and Material Management (3M) System is desired, but not required. EXPERIENCE: + Ten (10) years of general experience in communications, of which within the last four (4) years, two (2) years specialized experience directly related to Tactical Support Communications operations. OR + Eight (8) of which have been in progressively responsible technical or craft experience in electronics, electricity, engineering, communications, physics, or in a similar field that provided technical knowledge and background that could be applied in the testing, evaluation, installation, maintenance or repair of electronic systems and equipment. + Within the last six (6) years, four (4) years specialized experience in the theoretical and practical knowledge of electronic theory and characteristics, functions, diagnosing, isolating and correcting malfunctions, and performing organizational level maintenance on communications and electronic equipment including but not limited to: AN/GSC-52B, AN/FSC-78 SATCOM earth terminals, or equivalent, including but not limited to, High Power Amplifiers, Low Noise Amplifiers, Signal Converters. + Measurement Switching Translation Assembly, Cryptographic equipment; Audio and DC patch panels; Receivers and transceivers; Antenna couplers and patch panels; Multiplex/de-multiplex equipment; Line amplifiers; Frequency standards; Power supplies; Order wires; Radiotelephone (R/T) communications equipment; Defense Information Infrastructure (DII) Communications Channel Server System (DCCS), Signal converters; Ultra-High Frequency (UHF) and High Frequency (HF) voice and data communication ancillary equipment and devices, and all ancillary equipment and test equipment.
