What You’ll Be Doing
The USAID Moldova Institutional and Structural Reform Activity (MISRA) is a five-year project funded by the United States Agency for International Development (USAID) and implemented by Nathan Associates LLC MISRA’s objective is to stimulate a sustainable and inclusive recovery from the regional crisis, improve the institutional, business, and trade enabling environment in Moldova by supporting Moldova’s public institutions and the private sector to accelerate the implementation of trade liberalization mechanisms, adopt structural and investment climate reforms, accelerate financial sector reforms, improve economic governance in the public sector, and enhance strategic communications between the private and public actors.
MISRA is supporting a broad portfolio of reforms within the Government of Moldova, including institutional reforms to improve public economic governance. Institutional reform activities include: developing or enhancing information technology (IT) systems and platforms within multiple government institutions; streamlining internal processes; improving access to data and public services; and fostering efficient communications among government agencies, businesses, and citizens.
Nathan is seeking a Digital Advisor to support MISRA activities in Moldova. This position focuses on advising MISRA on its large portfolio of digitalization reforms to support the Government of Moldova in achieving its digital transformation and e-governance objectives. In collaboration with project teams, the Digitalization Advisor will support the achievement of digitalization reforms. This includes reviewing technical specifications, participating in the selection and monitoring of IT subcontractors, facilitating planning, providing technical expertise to staff and government counterparts, and supporting e-governance and an improved business and trade environment through digitalization.

ResponsibilitiesBased in Chisinau, Moldova, the Digital Advisor will work with Cadmus’ technical staff, Government of Moldova counterparts and USAID to develop and implement business process reengineering and digitalization efforts. The Advisor will draw on software development skills to develop and/or review detailed written specifications (scopes of work) for software development and systems integration for government institutions. and the Advisor will make recommendations on required IT hardware and infrastructure specifications for digitalization efforts. The Advisor will coordinate with and mentor local technical staff, government counterparts, and local stakeholders, including IT companies and local organizations.

The Digital Advisor will report to the COP Qualifications A bachelor’s or master’s degree in information technology, computer science, computer programming, or a comparable field. Alternatively, a business degree with technical expertise in IT solutions, software development/ programmingAt least 5 years of experience in business process mapping and workflow analysis, preferably on a donor-funded trade project(s)Demonstrated knowledge of design and implementation of automated management systemsStrong analytical and interpersonal skillsSolid verbal, written, and presentation skills, coupled with strong technical understandingFluency in written and spoken English. Fluency in Romanian is an advantageExperience working in similar contexts is an advantageExperience leading digitalization reforms in donor-funded projects or private sector context is preferredExperience and certification with programing languages including Python, Java, and/or C++ desiredAdditional Information:
