Purpose of Classification:
The purpose of this classification is to manage and administer the County’s digital communication and social media strategy for the office of the Chief Executive Officer (CEO) to enhance citizen engagement, foster transparency and support the CEO’s vision via innovative digital and social media initiatives.
Essential Functions:

Supervises, directs, and evaluates assigned staff; develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.
Organizes, prioritizes, and assigns work; prioritizes and schedules work activities to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to management; and assists with the revision of procedure manuals as appropriate.
Develops and implements a comprehensive County-wide social media strategy to support the vision, mission and objectives of the County; establishes internal and external social media communications to ensure consistent messaging; creates and implements branding initiatives; and manages online presence.
Manages digital content creation; develops and designs content for digital platforms employing graphics, infographics, videos and other multimedia assets; and supports crisis communication efforts by disseminating timely updates via digital channels during emergencies.
Enhances digital marketing initiatives; oversees email marketing campaigns and manages the county’s digital advertising efforts; and collaborates with other team members to create digital campaigns aligned with the CEO’s messaging and priorities.
Leads digital communication efforts; develops and implements a comprehensive social media strategy to support County initiatives and foster citizen engagement; manages daily operations of social media platforms, including posting, responding to inquiries, and monitoring engagement; and tracks analytics and prepares reports on social media performance and adjusts strategies as needed to optimize reach and impact.
Oversees the creation and curation of online content to publicize and promote County programs, facilities, events, or objectives; establishes branding standards and ensures digital content conforms to guidelines and reflects County values and priorities.
Manages reporting of digital and social media campaign effectiveness and results; reports on effectiveness of campaigns in an effort to maximize results; tracks performance of digital content; and develops monthly reports regarding performance of digital properties.
Coordinates with department liaisons to develop and implement annual and project-specific social media strategies, plans and editorial calendars.
Evaluates emerging social media trends and technologies; recommends new platforms and tools to enhance citizen engagement; and ensures accessibility and usability of digital content for diverse audiences.
Develops social media training curriculum for department liaisons, provides newcomer and refresher training for all authorized social media users; and offers technical assistance to authorized social media users.
Participates in training as necessary or prescribed to stay up-to-date on social media skills, trends, strategies and tools; and evaluates emerging technologies and provides perspective for adoption when appropriate.
Communicates with department staff, County officials, supervisor, other employees, schools, community groups, news media, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
Minimum Qualifications:
Bachelor’s Degree in Digital Media, Public Relations, Communications, Marketing, Journalism or a related field required; five years of progressively responsible experience in social media platforms, digital campaigns and/or engagement strategies, marketing/management, content development, communications, public relations, or a related field to include lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Specific License or Certification Required: Must possess and maintain a valid Georgia driver’s license.
