Our Organization and Mission:

The Division of Florida Condominiums, Timeshares and Mobile Homes is charged with providing oversight of the Florida residential communities we regulate through education, complaint resolution, mediation and arbitration, and developer disclosure.

 

The Work You Will Do:

The incumbent directs the planning, organizing and activities of the Florida Division of Condominiums, Timeshares, & Mobile Homes to ensure compliance with applicable statutes and regulations under the Division’s jurisdiction. The incumbent will communicate with staff, the Secretary’s office, the public and other interested parties as instructed by the Deputy Secretary of Business Regulation. The incumbent will also assist the Deputy Secretary in all aspects of operations of the Division as defined by employee security, records security, contract monitoring, outreach, communications, operational improvements, troubleshooting and awards submission.

 

Directs the planning, organizing, and activities of the Division to ensure compliance with applicable statutes and regulations under the Division's jurisdiction.

 

Work closely with Deputy Secretary of Business Regulation and other agency leadership to prepare and coordinate legislative initiatives and legislative budget requests related to Condos, Timeshares, Mobile Homes and Yacht and Ships. As requested, the incumbent may testify before legisative committees on proposed legislation and activities of the Division.

 

Ensure that approved legislation affecting the standards, registration, compliance and other initiatives of the Division is implemented as prescribed and within designated time frames with fidelity.

 

Establish necessary policies and procedures to fulfill the statutory obligations of the Department, and reviews the disposition of all final agency actions to ensure conformity to policy and procedures.

 

Advises on current and proposed legislation regarding the statutes administerd by the Division.

 

Reports and makes recommendations to agency leadership regarding the Division's programs and/or necessary legislative changes.

 

Supervises and coordinates the overall regulatory programs relating to condominiums, cooperatives, mobile homes, timeshare, and yacht and ship brokers to ensure full, fair, and efficient enforcement of the statutes relating to these industries.

 

Establish benchmarks for Division processes and dedicate budgeted resources to continually improve key processes.  Implement a performance-based system of measurements linking processes to goals based on data.  Ensure that quality outcomes, not just outputs, are used as the measure of success.

 

The incumbent is responsible for the utilization of effective and innovative management techniques to monitor workload and budget data to ensure funds are not overspent and to maintain program integrity. The incumbent must ensure all funds are properly handled in accordance with all applicable laws, rules, and regulations.

 

Communicates with external groups, stakeholders, and organizations regarding the various industries regulated by the Division.

 

Supervises and directs the Division’s administrative support services section. Implements and improves policies and processes to ensure the Department's internal administrative functions are accomplished as prescribed by applicable laws, policies and administrative rules.

 

Performs all required tasks related to the supervision of employees, including approval of attendance and leave, evaluating employee performance (preparing performance plans, performance evaluations, and position descriptions, etc.), recruitment and selection, employee development, and other supervisory related duties. Plans workflow and objectives and establishes deadlines.  Provides appropriate motivation to employees and meets with staff regularly.

Knowledge of the principles, processes, and practices of management and supervision, business and organizational planning, coordination, and execution. Knowledge of and the ability to apply applicable Florida Statutes, rules, policies, and procedures. Knowledge of the principles and techniques of effective communication. Knowledge of basic public relations principles. Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of management practices. Ability to manage the daily functions of the Division. Ability to organize data into logical format for presentation in reports, documents and other written materials. Ability to conduct fact-finding research. Ability to utilize problem-solving techniques. Ability to work independently. Ability to plan, organize and coordinate work assignments. Ability to communicate effectively verbally and in writing. Ability to establish and maintain effective working relationships with others. Ability to supervise people. Ability to determine work priorities, assign work, and ensure proper completion of work assignments. Ability to establish and maintain effective working relationships with others. Ability to understand and apply applicable rules, policies and procedures relating to Condos, Timeshares, Mobile Homes and Yacht and Ships.   Ability to assess budgetary needs. Ability to formulate policies and procedures.   Ability to deal with the public in a courteous, tactful and effective manner. Ability to prepare reports. Ability to solve problems and make decisions. 

 

Minimum Requirements: 

Completion of a four-year degree from an accredited college or university and professional experience in strategic planning, personnel management, organizational management, budget and financial management, and legislative and administrative processes.

 

Professional experience as described above can substitute on a year-for-year basis for the required college education.
