Starting Salary: starts at $118,128

The Director of Program Operations provides leadership for all administrative and program operations aspects of the Bureau, including support for program implementation in the areas of infectious disease prevention and control, grants management, budgeting, procurement, and human resources. This role represents the department when acting as liaison for the team with local, state, and federal agencies, other city of Chicago departments, and external partners.

ESSENTIAL DUTIES

· Under the direction of Chief Medical Officer/Deputy Commissioner, coordinates Disease Control prevention strategies.

· Develops program objectives, policies, procedures, and program priorities in coordination with the Disease Control Leadership team.

· Facilitates engagement across City departments on key initiatives related to monitoring and response to infectious diseases.

· Oversees financial management of federal grant awards that support the bureau’s ability to detect, prevent, and response to infectious diseases and other conditions of public health concern.

· Leads the development and submissions of grant and other funding proposals, grant expenditures, and monitors and ensures that reporting requirements and deliverables are met.

· Oversees development and processing of requests for proposals and other procurement activities to carry out program activities.

· Oversees major contract preparation and agreements entered into to meet program specifications.

· Supports program leadership in managing labor relations and other personnel issues, monitors hiring and supports staff development.

· Monitors compliance with bureau, department and city policies and develops systems, processes and training, as needed, to support compliance.

· Facilitates communication and engagement with staff, external partners, and community to identify and build shared vision and ownership for program plans and activities.

· Supervises and develops administrative staff and coaches program leaders.

· Evaluates programmatic, financial and personnel resources through ongoing program assessment, monitoring of direct services.

· Oversees preparation of federal funding application, reporting, and performance measurement.

Days: Monday - Friday

Hours: 8:30AM – 4:30PM

Some additional hours may be required in case of a public health emergency
