Summary:
Reports to the System Director Pharmacy Services. Responsible for directing all hazardous non-hazardous sterile and nonsterile compounding pharmacy services at Rhode Island Hospital (RIH) The Miriam Hospital (TMH) Newport Hospital (NPT) Morton Hospital (MH) Saint Anne�s Hospital (SAH) and Brown University Health Cancer Institute (BUHCI). Leads system-wide Pharmacy-related projects to identify review recommend and implement operational clinical technical and financial best-practices. Develops and maintains an effective work group consisting of direct and indirect report pharmacists technicians and supportive personnel to ensure that the hospital pharmacy�s compounding services including medication handling preparation and dispensing are in accordance with established policies and procedures and applicable laws rules and regulations.
Oversees design build installation maintenance and enhancements to compounding related locations systems and technologies to ensure precise and optimal performance. Monitors compounding services through continuous quality improvement activities with consideration of the aging process and human development stages (neonate child adolescent adult geriatric) to ensure that customer expectations are met or exceeded. Monitors the development and implementation of policies procedures and budgets for Pharmacy Services. Monitors compliance with both the Rhode Island and Massachusetts Department of Health Board of Pharmacy Rules and Regulations as related to compounding of pharmaceuticals United States Pharmacopoeia (USP) Chapter <797> Pharmaceutical Compounding - Sterile Preparations United States Pharmacopoeia (USP) Chapter <800> Hazardous Drugs - Handling in Healthcare Settings United States Pharmacopoeia (USP) Chapter <795> Pharmaceutical Compounding - Nonsterile Preparations National Institute for Occupational Safety and Health (NIOSH) recommendations for hazardous drug handling and The Joint Commission (TJC) Medication Management chapter as it relates to Oncology and Sterile Compounding.
Responsibilities:
Oversees the operation of the hospital pharmacy�s compounding areas in accordance with federal and state regulations as well as The Joint Commission (TJC) and Centers for Medicare and Medicaid Services (CMS).
Maintains Pharmacy performance improvement and quality control programs. Ensures all medication compounding and dispensing processes support established clinical standards of care meet or exceed patient care quality standards and are compliant with various regulatory agencies (USP <797> USP <795> and USP <800>) and consider age-specific needs of the patient populations served (neonate child adolescent adult geriatric).
Directs the development of short and long-term goals for pharmacy compounding services in consideration of Brown University Health�s mission values and key business objectives.
Identifies and recommends resources required to achieve operating results and advocates for appropriate resource allocation. Provides input into development of capital and operating budgets for compounding pharmacy services programs; participates in explaining and resolving variances.
Involved in the creation of controls cost saving initiatives systems and clinical programs to lower costs while maintaining the highest level of care.
Leads system-wide pharmacy-related projects to identify review recommend and implement operational clinical technical and financial best-practices for compounding at RIH TMH NPT MH SAH and BUHCI. Collaborates with system-wide Pharmacy leadership to identify and initiate improvements to ensure appropriate safe efficient and cost-effective care as it relates to compounded medication management preparation use storage and delivery.
Promotes collaborative planning coordination and integration of Pharmacy compounding operations and systems as well as with other clinicians departments affiliates and outside agencies. Collaborates and consults with peers and colleagues by defining functional standards and translating them into usable policies procedures and standards of practice.
Oversees the development of policies that are thorough comprehensive clear concise and well-articulated. Implements interprets and provides consultation for compounding pharmacy policies procedures and standards of practice.
Continually reviews and analyzes compounding pharmacy operations recommending and implementing operational changes allocation of resources new technologies etc. that will increase the efficiency and level of service of the pharmacy.
Provides recommendations related to installation maintenance and enhancements of compounding related systems and technologies at RIH TMH NPT MH SAH and BUHCI pharmacies. Ensures all relevant information system and technology processes support established clinical standards of care meet or exceed patient care quality standards and are compliant with the rules and regulations of applicable regulatory agencies and consider age-specific needs of the patient populations served (neonate child adolescent adult geriatric).
Directs the recruitment retention performance enhancement and competency assessment of subordinate personnel in collaboration with managers and with the input of direct report supervisors and key constituents. Provides for effective employee relations to promote supervisor and employee director satisfaction in the workplace. Ensures compliance with human resources policies and relevant organized labor contracts. Reviews the recommendations of direct report supervisors regarding employee relations and coaches them in providing staff with positive and actionable feedback to maximize the utilization and potential of the Pharmacy�s human resources.
Directs the development and implementation of the Brown University Health Investigational Drug Services program across RIH TMH and BUHCI. Oversees the compliance of active research protocols across the Brown University Health system.
Communicates effectively with the staff management and customers at RIH TMH NPT MH SAH and BHUCI to facilitate the flow of operations. Provides timely and accurate communication both written and verbal as appropriate regarding operational changes and continuous quality improvement activities including goals and objectives of the Pharmacy as they relate to oncology sterile and nonsterile medication compounding.
Maintains knowledge of and expertise in leading edge developments in medication compounding hazardous drug handling therapeutics services programs and innovative technology by participation in ongoing independent study education-related professional activities and affiliations.
Supports the educational mission through oversight of training programs for pharmacists technicians pharmacy residents students and interns.
Chairs and/or participates in various committees task forces and performance improvement teams as needed.
Prepares papers for presentation at professional organization meetings submits manuscripts for publication in professional journals and authors articles for publication on the Pharmacy web site.

QUALIFICATIONS-EDUCATION:
Bachelor of Science in Pharmacy or Doctor of Pharmacy degree from an accredited college of pharmacy. Master�s degree (e.g. MBA MS MPH) and/or ASHP accredited PGY2 Health System Pharmacy Administration and Leadership residency or Board of Pharmacy Specialties� Compounded Sterile Preparations Pharmacy Specialty (BCSCP) certification preferred.
Prior to start date possesses current unrestricted licensure as a licensed pharmacist or as a licensed 90-day temporary pharmacist in the State of Rhode Island. Obtains full licensure prior to expiration of 90-day temporary pharmacist license then possesses and maintains current unrestricted licensure as a licensed pharmacist in the State of Rhode Island.
Knowledge of computerized pharmacy information systems and personal computers including word processing web page design database (including Filemaker Pro) and spreadsheet design
QUALIFICATIONS-EXPERIENCE:
Minimum of seven years progressively more responsible related experience preferably gained in a similarly diverse and operationally complex health care environment.
Extensive knowledge and work experience with compounding pharmacy services dispensing systems operations and clinical pharmacy services.
Effective interpersonal and communication skills both written and verbal to interact effectively with patients families colleagues and others
SUPERVISION:
Direct supervision of up to 10 FTEs of supervisory personnel.
Indirect supervision of up to 100 FTEs of professional and support personnel
