Director, Capture - Federal Civilian

Essential Duties and Responsibilities:
- Responsible for capture, pursuit, and solutioning architecture for multiple lines of business.
- Provide strategic guidance to executives including solution shaping and strategy responses.
- Develop strong business relationships with internal stakeholders.
- Provide guidance to executives for decision making.
- Work to maintain a win/loss ratio.

• Develop, mature, and implement capture strategies in collaboration with business development and operations leads. This includes communicating to team, writers, management, etc. • Leads and collaborates with Solution Strategist and Architects to articulate and develop a Capture Win Strategy (Right to Win) and executing its implementation • Lead and drive planning and capture activities, ideally, 12-18 months+ prior to RFP release • Support short-term captures, as appropriate and by exception, where opportunities align with the goals and objectives of the segment and lead to larger strategic procurements. • Provide insights, data, and industry experience to business development for the purpose of shaping opportunities and using competitive analysis to optimize Maximus positioning for success. • Design and deploy the value proposition and manage the gap analysis which make up the win themes of the bid and demonstrate differentiators for Maximus • Participate in the pricing strategy discussion and contribute to a collective data-driven pricing strategy. • Research competitor strengths/weaknesses and know how they sell against us. Identify our vulnerabilities and gaps; provide recommendations and take actions to mitigate and close those gaps through teaming, key hiring, or other. • Direct substantive responses to RFIs/DRFP/RFPs in conjunction with the Proposal and Solutions/Operations team • Identify and work with contracts to finalize teaming partner teaming agreements. This includes initiating and tracking to completion all teaming partner contractual documents including NDA’s, Teaming Agreement Exhibit A (SOW), and data calls gap analysis, proposal and solutioning support. • Identify and secure Key Personnel and adequate staffing for the opportunity. This includes internal resource staffing candidates and external incumbent capture candidates and coordinating with Operations and Recruiting to finalized new hires for the bid. • Identify and vet Past Performance, CPAR, and Project Performance Questionnaires (PPQ) for each opportunity. • Coordinate the different inputs / points of contact; work closely with proposal developers to ensure a compliant and top-quality proposal for delivery to the customer.


Minimum Requirements

- Bachelor's degree in related field.

- 10 years relevant professional experience.

• Capture Management experience is a must with prior experience at Federal Departments (and its Agencies), including, but not limited to Treasury (e.g., IRS, BFS), FDIC, SEC, Education (FSA), Commerce (Census), Energy, Justice, State, Transportation and Labor • Strong leadership and management skills with the ability to work within – and lead teams • Superior organizational and time-management skills • Experienced decision-maker with sound judgment • Articulate written and verbal communication capabilities • Excellent analytical skills with the abilities to apply to pricing models and support execution • Know when to delegate, make decisions, and escalate • Able to multitask, prioritize, and be a self-starter • Strong negotiating skills • MS Office 365 proficient • Ability to perform decision making under uncertainty, and in a matrixed environment • Ability to work with shared resources, client deliverables, and presentations
