Job Overview

Location/Schedule: This position is based out of the 1818 building located in SE Portland. The schedule for this position is typically Monday through Friday, 8:30 a.m. to 5:00 p.m.

Description of Cascadia Health’s Secure Residential Program: Cascadia operates three locked residential homes in the Portland Metro area. These are homes for adults who experience severe and persistent mental health challenges. Employees work as a team to provide comprehensive services that focus on psychiatric treatment, personal care, skills training, and case management. Our residents are referred from the counties or the state and must either be under commitment or have a guardian. The focus of treatment is on immediate safety and preparing individuals to live in a less restrictive environment. Our work is important, impactful, and rewarding to those we are lucky enough to serve. Sites include Faulkner Place, Arbor Place, and Barbara Roberts House. 

Description of Cascadia Health’s Respite Program: Respite is a voluntary program that occurs within a safe and relaxed atmosphere, away from the stressors that may be impacting an individual's sense of security and stability. Residents at Respite receive three meals a day, interact in the milieu, explore hobbies, take a walk in a quiet neighborhood setting, and always receive on-site support from caring and skillful respite staff. Respite provides support for individuals who need further stabilization due to recent medication adjustment or needs a break from current living situation which appears to be increasing psychiatric symptoms and is diagnosed with a mental illness. Sites include Tigard Respite, located in Tigard, and Rockwood Respite, located in Gresham. 

Position Description: The Director, Clinical Programs is responsible for oversight of a unique area of Cascadia services. This includes clinical model development and implementation, business development and growth, establishing and maintaining good community relationships; program development and operations; hiring, training, development and termination of employees; financial planning and budgets; program oversight, risk management, and quality improvement. The Clinical Director is also responsible for input into development and implementation of Cascadia divisions strategic planning and goals. The Clinical Director is responsible and accountable for organizational viability in as much as the incumbent creates and maintains financially viable programs and excellent clinical operations.

Essential Responsibilities

Direct and operate services within site or agency area in a clinically excellent and financially viable manner.Provide support and training for Program Managers and program staff to fully operationalize the treatment model.Assist in establishing clinically excellent treatment approaches and assessing client outcomes.Develop procedures and systems in support of the program goals, objectives and mission.Determine staffing requirements, recruit, hire and train staff in a manner that encourages and maintains diversity and cultural competence. Establish work plans and priorities for staff members and assess the progress of staff members and take corrective action as needed. Conduct performance reviews for staff members.Work directly with the Medical Director and Chief Medical Officer for medical staffing and medical/psychiatric treatment approaches.Provide active oversight and training in reducing violence and the use of seclusion and restraint.Assure that staff receive and/or participate in annual re-certification of Pro-ACT.Provide active oversight and coordination of Quarterly training in Seclusion and Restraint and Trauma Informed Care in order to assist staff in obtaining minimum annual training requirements.Work with Managers to identify and nurture Emerging Leaders while providing leadership in developing initiatives and providing opportunities in Strength Based Leadership learning.Establish and manage budgets for programs and monitor monthly expenses through communication with program managers, fiscal staff, and senior directors.Monitor, enhance or modify the SRTF Strategic Plan through a process that utilizes the Leadership Team in moving goals and objectives forward.Assist in establishing and meeting productivity, occupancy, and revenue goals.Identify and direct quality improvement activities routinely within programs, and across program lines as determined by clinical leadership.Provide leadership for managers and direct service staff including team-building, performance motivation, and good morale.Assist and respond to requests for proposals, requests for new services and other growth opportunities, as well as develop and seek out opportunities to promote Cascadia’s services.Establish positive working relationships with stakeholders and attend key community meetings including provider meetings.Provide after-hours support for programs when the manager is unavailable.Respect and honor client rights and responsibilities and demonstrate professional boundaries and ethics.Assist in crisis situations as appropriate, following emergency protocols/procedures and coordinating with the treatment team with interventions which support a trauma informed environment for clients and staff.Demonstrate responsibility for safety of consumers, staff and property; is familiar with fire regulations and evacuation procedures.Adhere to mandatory abuse reporting laws and HIPAA requirements.Involved in collaborative treatment planning and services provisions.Ability to facilitate team work on a multi-disciplinary team.Adhere to Recovery, Trauma-informed, Consumer-centric perspective, in addition to a Psychosocial Rehabilitative philosophy of care.Engage in excellent collaborative opportunities.Impart knowledge of risk management, Evidence Based Practices, and systems of care.Research and implement appropriate evidence based practices within the program area.Demonstrate excellent verbal and written communication skills.Complete annual employee training requirements on a timely basis as indicated in the licensing requirements for the facility as well as agency requirements. Attend seminars, training, and other educational opportunities in order to develop professional skills and abilities.Participate in all scheduled staff meetings, supervision sessions, and other departmental and agency meetings.Is able to perform CPR, First Aid, and properly use AED equipment. CPR/ First Aid certifications are required and must remain current.Perform other duties as assigned.

Qualifications

Education:

A Masters Degree in a behavioral science field from an accredited college or university.Demonstrate the competencies as outlined in the Oregon Administrative Rules (OAR) to become credentialed as a Qualified Mental Health Professional (QMHP). The incumbent is expected to keep certification current and in compliance with the OARs.

Experience:

A minimum of three years of clinical experience providing services is required (must include two years post Masters). Three years of supervisory experience is also required. Experience managing licensed residential programs preferred.

Specialized Knowledge, Skills and Abilities:

Ability to conduct a Mental Status assessment and formulate a diagnosis according to the most current DSMUnderstand recovery model as it pertains to addictions and mental health, motivational interviewing, illness management and recoveryAbility to provide training in Pro-ACT (Professional Assault Crisis Training) is preferred or must have the ability to understand and communicate Pro-ACT Principals in such a way as to support program outcomes for reducing violence and increasing a Trauma Informed approach, while maintaining the ability of programs to respond appropriately to the potential for violence including the possibility of using manual restraint, seclusion or seclusion with mechanical restraint.Be familiar with evidence based practices, and strength based case management philosophies and strategiesOperate computer hardware and software (including Electronic Health Record software) at a level needed to effectively perform job functionsAbility to enter data and retrieve data and to prepare simple reports Prepare

Other: Possess a valid drivers license, three year driving history; clean driving record, ability to pass Driver Motor Vehicle (DMV) check and complete the Cascadia online Defensive Driving course.

Working Conditions

Environmental: Work is performed in a residential and supportive housing setting. The Clinical Director is required to travel to other locations for meetings during the workday. Periodically, the Clinical Director may be required to work extended hours. Daily routines may be hectic and will likely require the Clinical Director to perform any or all of the sites functions and, on occasion, performing the tasks of other employees as needed. Meal periods and breaks are subject to interruption. Universal Precautions and remaining alert to the environment are critical to address the potential for violent behavior, exposure to disease, biohazards, noise and contaminants.

Mental Demands: The Clinical Director must be able to handle a variable work flow, manage time effectively, prioritize activities, and help managers and supervisors with all aspects of day-to-day functions of clinical programs. The work assigned is diverse and involves addressing new and unusual circumstances in which outcomes may negatively affect costs, employee morale or clients. The work regularly involves a degree of unpredictability and disruption of planned tasks requiring a flexible time management approach.

Physical Demands: The Clinical Director must have the ability to assist the team in providing safety to all clients and staff in potentially volatile situations.
