Job Summ ary
The Communications and Public Relations Director leads Health Share’s strategic communications, developing messaging, brand identity, and public engagement across multiple channels. This role develops and executes communications strategies that amplify Health Share’s mission and ensure all messaging is culturally relevant, inclusive, and aligned with the diverse communities we serve. The Director ensures compliance with regulatory requirements for all member-facing communications. As the public information officer and primary spokesperson, the Director also manages relationships with external marketing, PR, and media consultants. The role is key in promoting Health Share’s mission, fostering member engagement, and delivering consistent, impactful communication through digital, print, and public outreach efforts. This position works collaboratively with external partners, as well as internal stakeholders.
Essential Responsibilities
Communications Strategy and Marketing Oversight
+ Develop aligned communications with Health Share’s strategic goals, ensuring all efforts support the organization’s mission and objectives across functional areas
+ Lead integrated communications strategies, guiding messaging, media outreach, digital marketing, and design in partnership with senior leadership, program teams, and external consultants.
+ Utilize a health equity lens to help bring inclusive and culturally connected, equitable communication strategies. Equitable communication strategies aim to be person-first, gender-neutral, strength-based, culturally and linguistically inclusive, bias-free, respectful, and associated with the intended audience.
+ Develop and implement communication policies to ensure consistency, quality, and effectiveness, while staying ahead of trends to innovate practices.
+ Manage social media strategy with the Communications Specialist to drive engagement and enhance Health Share’s digital presence.
+ Lead the Communications Work Group to ensure a unified approach to messaging across Health Share’s founding organizations.
+ Develop an annual communication strategy in collaboration with partners.
+ Partner with internal teams and external stakeholders to promote Health Share’s programs, initiatives, and values, driving awareness and engagement.
+ Oversee external vendors and consultants, ensuring quality delivery of marketing materials and digital initiatives while managing budget and timelines.
Media Relations
+ Develop and execute a proactive media strategy to elevate Health Share’s presence, focusing on earned media opportunities that highlight the organization’s programs, successes, and community impact.
+ Serve as the primary spokesperson for Health Share, engaging with media in interviews, press briefings, and public statements, and preparing staff for media interactions.
+ Advise senior leadership on media relations strategies, preparing clear, compelling messages and talking points for handling sensitive issues and crisis communications.
+ Ensure Health Share’s leadership receives coaching on media and other external relations and communications issues, including message development.
+ Track media coverage and measure the success of earned media campaigns, using insights to inform future communications strategies and refine approaches.
Content and Material Production
+ Direct the creation of content for a wide range of internal and external communications, including member facing materials, marketing collateral, newsletters, reports, and press releases.
+ Ensure the development of culturally relevant, accessible materials that align with Medicaid compliance standards, with a focus on diverse member populations and multilingual content.
+ Oversee development of messaging campaigns related to public health and/or achieving quality metrics including advising on methodology and design of campaign, overseeing recruitment and hiring of creative agencies, and advising on proposed media strategies/ad buys.
+ Collaborate with design consultants to develop print materials and digital assets that are visually compelling, accurate, and on-brand.
+ Manage the production and distribution of materials, from vendor selection and coordination to final delivery, ensuring high-quality execution and adherence to budgetary constraints.
+ Ensure website content is current and reflects the latest updates across Health Share’s programs and initiatives, collaborating with internal departments to maintain an engaging online presence.
Management and Leadership
+ Manage team(s) and recommends team direction and goals in alignment with the organizational mission, vision, and values.
+ Identify work and staffing needs to meet work expectations; recruits and hires, using an equity, diversity, and inclusion lens.
+ Develop and oversee an annual operating budget for the communications department.
+ Plan, organize, schedule, and monitor work; ensure employees have information and resources to meet job expectations.
+ Lead the development, communication, and oversight of team and individual goals; ensure goals, expectations, and standards are clearly understood by staff.
+ Ensure adherence to department and organizational standards, policies, and procedures.
+ Evaluate employee performance and provides regular feedback to support success; recognizes strong performance and addresses performance gaps and accountability (corrective action).
+ Perform supervisory tasks in collaboration with Human Resources as needed.

Knowledge, Skills and Abilities Required
Knowledge:
+ Strategic Communications Leadership: Experienced in leading senior-level communications strategies that enhance brand awareness, engagement, and advocacy, with a focus on equity, inclusion, and accessibility.
+ Digital Communications: Strong understanding of digital channels, social media platforms, and content management systems for engaging diverse audiences
+ Media Relations & Public Affairs: Expertise in media relations, including crisis communications and spokesperson duties. Strong connections within the local Portland media landscape (preferred)
+ Content Development & Audience Engagement: Skilled in creating culturally relevant, accessible content for diverse, low-income, and vulnerable populations, ensuring compliance with regulations like Medicaid and HIPAA (preferred)
+ Health Care Knowledge & Regulatory Compliance: Knowledge of the Oregon Health Plan and familiarity with health care communications regulations, ensuring compliance with Medicaid, HIPAA, and other standards (preferred)

+ Goal Setting & Prioritization: Strong at setting clear goals and prioritizing tasks to balance competing deadlines and ensure successful outcomes
+ Technical Proficiency: Proficient in word processing, spreadsheets, and presentation software. Basic skills in website development and maintenance to ensure accuracy and accessibility
+ Multitasking & Time Management: Capable of managing multiple priorities efficiently, ensuring high-quality results
+ Flexibility & Availability: Willing to work evenings and weekends to support communications initiatives and events

Education and/or Experience
Required:
+ Minimum 8 years’ experience in communications, public relations, or related field, including the following:
+ Minimum 3 years’ experience in strategic communications
+ Minimum 3 years’ of serving as a media spokesperson and demonstrated expertise in media relations
+ Minimum 3 years’ experience in a supervisory position
Preferred:
+ Experience working in health care and nonprofit sectors, specifically with diverse populations
