BASIC FUNCTION:
Provide functional expertise and support in contract execution and administration to the Office of Strategic Procurement; and serve as the interface between the operations, procurement, and legal departments to ensure business, technical and legal objectives are met. Play a key role in reviewing, modifying, and drafting contracts and vendor related documents for the University’s Office of Strategic Procurement. Work closely with leadership to determine and review contracts/agreements, including drafting and negotiations. Advise Senior Management and ensure all contracts are completed efficiently including processed through the University’s system for approval.
Duties and Responsibilities ESSENTIAL DUTIES AND RESPONSIBILITIES:
Oversee the authorization to negotiate contracts, assist with solicitation development and interpretations, oversee the approval of waivers and Department MOUs, and ensure that all applicable federal, state, and URI Board of Trustee contracting requirements are met.
Provide direct supervision, conduct contract and related document review and development, track approval status, and lead improvement processes, from development to implementation.
Supervise the IT Contract Manager and student help. Provide critical recommendations and strategic direction to resolve issues impacting contract approvals or to identify policy solutions to implement new service areas.
Control and manage timelines for contract review and approval.
Assist with contract language development and review for solicitations.
Interface and serve as a liaison with the University’s Office of the General Counsel, staff, leadership as well as outside agencies whose policies directly impact URI.
Plan, develop, implement and/or direct complex quality improvement projects to improve day-to-day operations through the identification of alternative solutions and/ or approaches for completing the various interrelated processes utilized in the contract approval process across URI.
Analyze contractual commitments, specifications, and changes and develop a logistical program to prepare necessary subcontracts, purchase agreements, task orders, and subcontract modifications.
Ensure supporting processes, such as obtaining required waivers, etc. are completed in a timely manner.
Ensure solicitation development, where applicable, are completed in a timely manner and are within policy guidelines.
Ensure (and or provide directly) staff training and quality control reviews of policies are in place.
Make recommendations for improvements in the areas of public contracting, including during multiple routine one-on-one contract owner consultations and contract negotiations.
Troubleshoot and provide accurate and actionable advice to department stakeholders, or identify problems, and formulate and execute solutions.
Research and develop new strategies, policies, and procedures.
Keep abreast of new legal and regulatory developments that affect or may affect the University.
Provide support to the AVP of Strategic Procurement to design and implement efficiency plans across the University to ensure continuity and efficiency.
Be flexible and adaptable to quickly changing priorities and changing University priorities.
Be flexible in learning new emerging tools as they are launched.
OTHER DUTIES AND RESPONSIBILITIES:
Organize and conduct periodic evaluation reviews of the effectiveness and efficiency of the contract process and report these reviews.
Perform other duties as assigned.
LICENSES, TOOLS, AND EQUIPMENT:
Personal computers, printers, word processing, database management and spreadsheet software.
Required Qualifications REQUIRED:
1. Bachelor’s degree.
2. Minimum of seven years of experience in business management, accounting and/or contract management for a large, complex institution.
3. Demonstrated experience with business procurement and contract processes.
4. Demonstrated experience ensuring organization and business requirements are represented in the contracts or acquisition/purchase.
5. Demonstrated experience with technical language (including research related and information technology contract terminology).
6. Demonstrated experience with public administration.
7. Demonstrated strong interpersonal and verbal communication skills.
8. Demonstrated proficiency in written communication skills.
9. Demonstrated organizational and record keeping skills.
10. Demonstrated ability to work with diverse groups/populations.
11. Demonstrated ability to work with constituents of varying technical skill levels.
Preferred Qualifications PREFERRED:
1. Bachelor’s or Master’s degree in business or legal disciplines.
2. Demonstrated experience as a contract manager for state or federal entity.
3. Demonstrated higher education experience.
