The Land and Air Defense Systems (LADS) Strategic Business Unit (SBU) Contracts team has an exciting opportunity for a Director, Contracts leadership role.  We are looking for an experienced candidate to be the Contracts lead for the Precision Fires & Maneuver (PF&M) Sub Strategic Business Unit (SSBU). This position will provide the necessary Contracts leadership of a billion dollar portfolio consisting of a team of eighteen (18) Contracts professionals.

The portfolio is comprised of U.S. Department of Defense (DoD), Foreign Military Sales (FMS), and International Direct Commercial Sale (DCS) contracts for various missile product lines, as well as strategic partnerships in the form of Teaming Agreements and Joint Ventures (JVs) for the production, development, integration, technical assistance, and sustainment of the PF&M programs.

In this role, you will have direct supervisory responsibilities while also actively participating in strategy development, long range business planning, and front-end assessment of business pursuits.  You will need to utilize regular excellent application of business acumen and subject matter expertise to understand program performance requirements, develop contractual and negotiation strategy, provide guidance, and influence results in support of program and financial objectives. Additionally, the Director, Contracts is required to work closely with the PF&M Leadership Team, the Office of General Counsel, and cross-functional peers in support of PF&M SSBU program gate reviews, program management reviews, business strategy sessions, proposal reviews, risk management activities, and all other contractual related matters affecting the portfolio.
 

The successful candidate will work with both internal and external customers to ensure successful program performance and influence outcomes to achieve desired results.  The successful candidate will have a track record of success in Contracts leadership position(s).

This position requires being co-located with the PF&M Leadership team, and therefore necessitates working Onsite in Tucson, AZ. 

What You Will Do

Effectively communicate with internal and external senior level customers to establish mutually beneficial relationships, resolve complex and multi-faceted problems, and influence business decisions. 

Implement strategies to improve acquisition timelines and customer pace of contractual actions. 

Investigate and resolve complex contractual matters by applying astute critical thinking, gathering detailed information, seeking innovative contracting techniques, and proactively collaborating with relevant stakeholders. 

Provide strategic advice and guidance on numerous contractual rights/obligations, regulations, and policy/procedure to mitigate risks and unauthorized changes. 

Review proposals to ensure proposed solutions meet customer requirements, represent a balanced risk/opportunity posture and deliver a financially sound business case while meeting company policies and standards. 

Have the ability to represent Raytheon independently on significant transactions while developing and maintaining trusting relationships with complex customers

Travel Requirements – Approximately 20% travel to Huntsville, AL and Andover, MA, and other locations as required

Qualifications You Must Have

Typically requires a University Degree or equivalent experience and minimum 14 years prior relevant experience, or an Advanced Degree in a related field and minimum 12 years' experience

Experience with Federal Acquisition Regulation (FAR), the Defense Federal Acquisition Regulation Supplement (DFARS), Other Transaction Agreements (OTAs), Foreign Military Sales (FMS), and International Direct Commercial Sales (DCS)

Experience in the development of Contracts professionals, which may include coaching, mentoring, and teaching

The ability to obtain and maintain a U.S. government issued security clearance is required.  U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance

Qualifications We Prefer

Excellent collaboration and leadership abilities, with demonstrated ability to work within a team environment and develop effective relationships based on respect and trust 

Excellent communication skills and proven ability to establish and maintain effective relationships with complex customers 

Demonstrated ability to shape results in support of strategy and objectives, including ability to communicate and influence senior executive leadership.

Working knowledge of Intellectual Property (IP) rights and how to properly protect IP

Knowledge of the missile defense market 

Cross-functional experience in Finance, Integrated Supply Chain, Business Development, or Program Management 

MBA or Juris Doctor

The salary range for this role is 176,000 USD - 352,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
