SUMMARY : The Director , Employee Services oversees the LIRR Medical Facility, ensuring its operations are fair, consistent, equitable, and cost-effective, while adhering to policies, procedures, labor agreements, and applicable laws. This role serves as the primary point of contact between LIRR and MTA-OHS to meet all occupational health needs and liaises with LIRR department heads on matters under the Medical Facility's jurisdiction. Key responsibilities include managing all Employee Services positions assigned to the Medical Facility and overseeing medical surveillance programs. The Director will also supervise the Corporate Alcohol and Substance Abuse Policy and direct the DOT Designated Employer Representative (DER) function, acting as the LIRR liaison for FRA and FMCSA. Additionally, the role involves overseeing all DOT Random Drug & Alcohol Program audits and ensuring compliance with 49 CFR 219, 49 CFR 382, and 49 CFR 40, including compliance of outside vendors and contractors. The Director is responsible for managing sick and injury case management in alignment with corporate policy and various labor agreements, as well as overseeing the Reasonable Accommodation request process and participating in FMLA, RRB, and medical disqualification matters. The position also oversees the Employee Assistance Program, ensuring EAP services comply with corporate policy and federal regulations. Furthermore, the Director develops and implements procedures in all outlined areas, including the creation and maintenance of forms and tracking/statistical spreadsheets. Effective communication of these procedures to staff, departments, senior management, and employees is essential, as is chairing regular meetings and participating in ad hoc meetings as needed. The position also manages all invoices, payments, and budget responsibilities, including the development of budget categories and allocation of funds. RESPONSIBILITIES : + Select, develop, and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential. + Manage the contractual relationship with the Occupational Health Services (OHS) provider, serving as the authority on LIRR’s policies and procedures and labor contracts. Ensure a high level of customer service is provided at the LIRR Medical Facility. + Manage LIRR Employee Assistance Program with a staff of Mental Health clinicians serving all LIRR employees and their families; and provide Substance Abuse Professional evaluations in accordance with United States Code of Federal Regulations (USCFR 49). + Manage the day-to-day case management activities relating to employees’ lost workdays due to DS/DA (sick and disability), including regular communication with employees, departments, and coordination of ongoing committee meetings with Labor Relations, Law, Claims, System Safety, Human Resources, and EAP departments. Ensure timely coordination with all concerned departments and labor organizations. Notify department heads of any non-compliance to ensure disciplinary action is taken, as appropriate. Assess the individual’s ability to return to their normal position, and coordinate with concerned parties on any recommended alternative actions. + Collaborate with the Operating Departments to link the medical surveillance programs - Obstructive Sleep Apnea, Vision, Hearing, Lead, Asbestos, Hepatitis B, Commercial Driver’s License, and Respirator Fit - to position titles, job descriptions and employees in those positions; and to ensure that employees are scheduled in to Occupational Health Services (OHS) in the timeframes required by FRA/OSHA Regulations and LIRR policies and program guidelines to ensure that diagnosed employees are in medical compliance to be able to work safely. + Manage the LIRR Obstructive Sleep Apnea Program per the All MTA Agency program guidelines in collaboration with OHS physicians, external vendors, Transportation Department, and employees to ensure that diagnosed employees are in medical compliance to be able to work safely. + Oversee the creation and maintenance of a comprehensive tracking system for each of the medical surveillance programs – by aggregating data from the various Operating Departments, Office of System Safety, Human Resources, and OHS to ensure compliance. + Initiate and maintain professional relationships with hospitals providing emergency and occupational health services to employees, specifically with regards to FRA-required Post Accident testing. + Update LIRR Intranet to develop it as a resource for educational materials, flyers, news articles, and website content to promote employee health and wellness + Coordinate the development of new and revision of older LIRR Medical Guidelines, Ergonomic Profiles and Physical Abilities Tests with HR, Operating Departments, MTA HQ Occupational Health Services, and the external vendor. + Manage communications with employees, supervisors, management, and the Business Service Center (BSC) when applicable; including coordination of mandatory drug testing, FMLA requests, Short-term Disability and Railroad Retirement disability. + Review and investigate requests for reasonable accommodation in accordance with ADA, coordinate directly with all involved parties, including requesting employee, department, Law, etc.; maintain accurate records. + Oversee the Corporate Alcohol and Substance Abuse Policy and directs the DOT Designated Employer Representative (DER) function, which functions as LIRR liaison for FRA and FMCSA. Will oversee all DOT Random Drug & Alcohol Program Audits/Reviews and/or all other regulatory/oversight audits/reviews and will be responsible for ensuring the LIRR is compliant with all aspects related 49 CFR 219, 49 CFR 382, and 49 CFR 40, including full compliance of outside vendors and contractors. + Oversee pre-employment /promotional and periodic medical and/or physical assessments. Ensure that employees submit to periodic medical assessments as required and appropriate documentation is maintained. EDUCATION AND EXPERIENCE : REQUIRED: + Bachelor’s Degree in Business/Management/Human Resources/Health Education and/or related field or an equivalent combination of education and experience from an accredited college may be considered in lieu of a degree. + Minimum of ten (10) years of related experience including responsibility for administering and interpreting related company policies, procedures, laws (ADA, FMLA, etc.) + Supervisory experience with responsibility for administering and interpreting company policies and procedures preferably in a unionized environment. + Directly related administrative experience. + Knowledge of federal regulations regarding drug and alcohol testing (i.e., 49 CFR 219, 49 CFR 382, 49 CFR 40). + Experience with contract management and/or collective bargaining agreements PREFERRED: + Master’s degree in a related field. + Familiarity with the MTA’s policies and procedures. + Familiarity with the MTA’s collective bargaining procedures .
