Job Description:
L3Harris is seeking a Director, Systems Engineering to lead the Systems Engineering Enterprise Systems (SE ES) group under Space & Airborne Segment (SAS) Engineering. The Engineering Director will lead a staff of Systems Engineers across multiple sectors consisting of more than 170 personnel. The Director is a strategic leader responsible for bid & proposal, engineering execution, talent acquisition, talent management, development, and initiatives across the assigned area of responsibility. This role requires daily onsite presence to either the Palm Bay, FL or Herndon, VA office.
Essential Functions:
+ Strategic leader able to propose and drive initiatives, systems engineering process, best practices, and effective execution
+ Contribute to new business pursuits and Joint Strategic Planning to generate increases in key business metrics
+ Author/review/approve bid and proposal estimates across all Business Areas in accordance with compliance and governance standards
+ Attract, hire, and retain top Systems Engineering talent across the spectrum of experience and systems engineering competencies to meet the demands of the business areas
+ Identify and drive workforce development needs driven by business needs and priorities
+ Spearhead the education, adoption, and compliance with Systems Engineering processes and best practices in accordance with L3Harris Command Media
+ Conduct labor and resource analysis to support program growth and activities
+ Partner and collaborate with Program Management, Project Engineers, Chief Engineers, and SAS Engineering leaders to ensure strategic alignment and execution to achieve business area and sector objectives
+ Establish, monitor, and report Systems Engineering execution including quality, Leading Indicators, negative Estimate-at-Completion (EAC), and Cost of Poor Quality (CoPQ); Perform analysis to determine drivers of negative technical performance, create and execute courses of action
+ Carry out performance management, goal setting/execution, and annual merit planning for all direct and indirect reports, both formal and informal; Provide meaningful, constructive feedback to ensure the development of each staff member, Group Leader, Business Discipline Leader, and Engineering Manager
+ Proactively mentor, coach, assist, and/or provide additional support to engineers in the analysis, design, implementation, integration, testing, verification, validation, documentation, and/or maintenance of systems and product lines
+ Take an active role in the professional development of Systems Engineering leaders including include identification, guidance, and support of formal training, on-the-job training, mentoring, and/or new program assignments and development opportunities
+ Foster an individual and team culture of Continuous Improvement (CI) through the driving of engineering initiatives and projects
+ Travel up to 20%
Qualifications:
+ Bachelor's degree with a minimum of 15 years related experience, Graduate Degree with a minimum of 13 years of related experience, or 19 years of related experience in lieu of a degree
+ Active Top Secret / SCI security clearance
Preferred Additional Skills:
+ Significant experience across one or more engineering disciplines including Systems Engineering across all phases of the Systems Lifecycle
+ Experience with Industry Systems Engineering standards and frameworks (ISO/IEEE, DoD, INCOSE, etc)
+ Experience applying multiple B&P estimation methodologies (engineering, bottoms-up, Stim-To, Delphi, parametric, etc)
+ Deep experience with Earned Value management (EVMS), metrics, and data driven decisions
+ Experience in Cyber Mission (CNE/CNO) and Intelligence programs and/or systems
+ Experience with embedded, RF, SATCOM, software-defined systems, technologies, or capabilities
+ Experience in Digital Engineering concepts, methodologies, and tools
+ Experience navigating matrixed organizations to identify key stakeholders and create efficiencies in related efforts
+ Experience leading cross functional discipline engineering teams
+ Demonstrated problem solving and technical/programmatic judgment
+ Demonstrated experience leading large teams with proven ability to quickly build rapport and establish trust with senior leaders, colleagues, and subordinates
+ Demonstrate superior written and verbal communication skills
+ Active Top Secret/SCI with CI Poly
