Responsibilities:

Lead implementation of highly effective government affairs / lobbying strategies for BMS at EU level.Engage on BMS policy issues at EU/Brussels level with a wide range of policy stakeholders, including MEPs, European Commission officials and EU MS Permanent Representations.Partner with policymakers, patient advocates and academics in support of environment shaping for BMS business in Europe and market shaping for BMS brands and pipeline innovation in European markets.Develop and implement BMS-sponsored policy shaping programs above-market and in-market across EuropeNetwork with external stakeholders in oncology, hematology, neuroscience, cardiovascular health and immunology.Drive cross-functional teams in priority European markets and collaborate with internal customers to meet corporate objectives and commercial priorities, including through support of local market access & government affairs teams.Play a leading role in the BMS European Government Affairs Community of Practice uniting in-market government affairs leads from across EU for policy exchange, strategic planning and GA excellence.Influence EU legislation & policy by applying expert knowledge of EU decision making processes and leveraging the expertise of BMS teams/functions.Engage in select trade association advocacy in support of BMS positions and represent BMS in working groups of key European trade associations.Develop and manage relationships with relevant public affairs agencies and other partners.Collaborate with other members of the Global Policy & Government Affairs team and with colleagues in Corporate Affairs, Market Access, Medical Affairs, Marketing, Legal and Regulatory Affairs.

Requirements:

10-12 years of European public policy and government affairs experienceSignificant lobbying experience in a multinational company environment, with excellent reputation and recognition by industry peers, policymakers and other policy influencersPrior work experience in an EU Member State government will be an advantageStrong track record of policy shaping and public affairs campaigns in healthcare Active network of personal contacts in the EU institutions, national governments and healthcare sectorSignificant experience of engaging with public policy stakeholders at country level around EuropeExpert understanding of European political institutions and the EU policy-making processesGood knowledge of EU policies in health, innovation, single market, trade, economic & digital policyDeep knowledge of biopharmaceutical industry issues Understanding of highly specialized healthcare technologies like Cell Therapy will be a plusFluent in English. Proficiency in other languages, e.g. German, French, Spanish, Italian, Polish, DutchAdvanced degree in law, science, business, economics or political sciencesDemonstrated leadership experience working with cross-functional and cross-market teams  Strong internal and external communicator, who enjoys public presentations to senior audiencesCan influence, inspire & align within the global corporate matrixKnown to work collaboratively, foster teamwork, drive performance and exceed expectationsAbility to translate complex topics into understandable messages for internal and external audiences

BMS has a diverse occupancy structure that determines where an employee is required to conduct their work. This structure includes site-essential, site-by-design, field-based and remote-by-design jobs. The occupancy type that you are assigned is determined by the nature and responsibilities of your role:

Site-essential roles require 100% of shifts onsite at your assigned facility. Site-by-design roles may be eligible for a hybrid work model with at least 50% onsite at your assigned facility. For these roles, onsite presence is considered an essential job function and is critical to collaboration, innovation, productivity, and a positive Company culture.
