Job Description

 

Summary

The Director, Government Accounting Compliance serves as the subject matter expert on government cost accounting regulations (FAR and CAS) and point of contact between the Company and Defense the Contract Management Agency (DCMA) and Defense Contract Audit Agency (DCAA) related to cost rates applicable to government contracts. This position reports to the Vice President of Global Operations Finance.

Duties

Lead the Corporate Government Accounting Compliance team supporting all AeroVironment entities, subsidiaries.Provide training and oversight to Government Compliance Financial Management and analysts regarding applicable regulations, guidance, and processes.Drive transformation of tools and processesPartner with businesses acting as a liaison to bridge US Government Compliance and regulatory requirements. Work with finance and functional personnel, enabling their success through solutions while balancing compliance requirementsLead Corporate transformation efforts including model/process enhancements; analysis and modification of Corporate allocation methodology; and digitization where applicable.Serves as subject matter expert on government cost accounting regulations (FAR and CAS) and research cost accounting issues to ensure compliance with these regulationsDevelops and maintains policies and procedures to comply with FAR and CAS regulations, including managing the preparation of the annual incurred cost claimDevelop compliant Business Unit CAS Disclosure statement and advise on impacts of potential accounting changesLead all Cost Impact Study efforts as applicableServes as point of contact between the Company and Defense Contract Management Agency (DCMA) and Defense Contract Audit Agency (DCAA) as relates to the followingMaintains effective and constructive relationships with government administrative contracting officer, auditors and representativesResponds to inquiries related to rates and cost accountingCoordinates all government audits including those related to incurred costs claims, forward pricing rates, business systems, etc).Develops forward pricing rates based on Long Range Plans (LRP) for all AeroVironment rate segments / divisionsDevelops and negotiates direct and indirect cost rates applicable to government contractsOwns the process for maintaining and updating the ERP system for all forward pricing, performing and billing rates to ensure compliance with FAR/CAS and Company policies, and coordinate any necessary updates with Divisional Financial management, Accounting and ITSupport due diligence / integration efforts for acquired companiesProvides support to government litigation matters as necessaryAdvises on financial policies and procedures to Executive Management and other functions in the organization responsible for government contracts, proposals and billing as well as with the broader Finance organization to ensure a general understanding of government requirements and needs for complianceCollaborate with and advise internal organizations (i.e. Segments, Corporate, Shared Services) by communicating regulatory principals and USG acquisition legislative matters across functional lines and providing proactive guidance to successfully mitigate risk in the most cost efficient manner, while still working in the best interest of AeroVironment.Completes and submits annual DOD incurred cost submissions for all AV rate segmentsEnsures compliance of Sox 404 controls related to incurred cost claims and monitoring of planning rates vs. actualWorks on issues where analysis of situations or data requires an in-depth knowledge of organizational objectives; implements strategic policies when selecting methods & evaluation criteria for obtaining resultsRegularly interacts with senior management or executive levels on matters concerning several functional areas, divisions, and/or customersEstablishes operational objectives and work plans, and delegates assignments to subordinatesOther duties as assigned

Experience

Bachelor’s degree in Finance, Accounting or Business Administration is required or equivalent combination of education, training, and experienceMinimum of 12 + of government cost accounting experience in a CAS compliant environment.Minimum of 5 + years’ experience in a people leadership roleDirect Experience developing and maintaining a Business Unit Disclosure Statement including Home OfficeExperience developing, negotiating, and maintaining annual direct and indirect cost claim, forward pricing and billing ratesExperience in dealing with DCMA and DCAA and defense contractor auditsStrong understanding of U.S. GAAP revenue recognition for government contracts under ASC 606Strong understanding of the current regulatory environment in the areas of Federal Acquisition Regulations (FAR), Cost Accounting Standards (CAS), and Truth In Negotiations Act (TINA)

The salary range for this role is:

$165,580 - $234,465
