Director, Human Resources

The Director, Human Resources, reporting to a VP, Human Resources, is a highly instrumental and collaborative hands-on leader that influences the entire workforce including management in the key areas that ensures legal compliance and implementation of the Tribe’s mission and talent strategies. The Director leads a team of diverse HR professionals skilled in areas such as workforce planning, talent identification, performance management, succession, proactive employee and labor relations, investigations, retention, and engagement. The Director may also lead other internal HR functions based on experience and department needs.

Essential Duties & Responsibilities

1. Creates a positive employee relations approach that motivates and inspires alignment between leadership and teams. Creates objective and confidential channels of communication for employees and leaders. 

2. Using HR’s strategic priorities as core guiding principles, leads a team of HR professionals to ensure that workforce planning and organizational development initiatives are appropriately integrated and aligned with strategic and enterprise goals. 

3. Develops and delivers on a roadmap of creative and robust employee relations, organizational development, and other HR programs and solutions that align and enhance the Tribe’s vision, culture, values, strategy, and operations model to retain the very best, diverse, forward-thinking talent. 

4. Develops appropriate policies and programs for effective employee retention and engagement, employee/labor relations, corrective action, employee due process, and complaints. May also develop policies and programs to ensure regulatory adherence on applicable absence leaves and workers’ compensation.   

5. Provides support (coaching, counseling, education) to managers on employee relations. Educates and informs managers and employees on employment laws and workplace policies. Works closely with inside and outside counsel in areas of employment law or labor relations as required. May provide training, support, and guidance to managers as related to contractual obligations, anticipated “hot spots,” and grievance processes. Serves as the lead investigator for sensitive or high-profile investigations. Leads a team of HR professionals to provide a thorough, thoughtful, and unbiased approach to investigations and employee relations that maintains dignity and respect of the individual and of the process.  

6. Provides subject matter expertise (SME) in federal and state employment law which can include but is not limited to California, Federal, and Tribal compact (NLRB, EEOC, Fair Labor Standards Act, Family and Medical Leave Act FMLA) and monitors for compliance. Ensures policies, practices, and procedures are compliant and reflect industry and geographic gold standard practices. 

7. Serves as a lead strategist, communicator, and negotiator on matters related to labor relations and collective bargaining at San Manuel as appropriate. Includes contract creation, negotiation, interpretation, and execution as well as grievance management. Manages, cultivates, and supports the relationships of union executives, onsite representatives, and management. 

8.  Other duties as assigned to support the efficient operation of the department. 

Supervisory Responsibilities

Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws.   Responsibilities include interviewing, hiring, and training employees; planning, assigning reviewing and directing work; evaluating and appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Makes hiring decisions and designs individual development plans with succession planning in mind for all key roles. 

Education/Experience/Qualifications 

Bachelor’s degree in business, organizational development, human resources, psychology, or related field is required. Master’s degree is preferred. 

A minimum of eight (8) years of relevant and progressive HR experience in a business partner, employee relations, labor relations, or generalist role.  

A minimum of five (5) years of direct supervisory experience in an HR setting is required.  

Related, relevant, and/or direct experience may be considered in lieu of minimum educational requirements indicated above. 

Demonstrated experience in leading change management initiatives is required.   

24/7, multi-shift workforce experience is desired.  

Previous experience in government, casino and/or hospitality is preferred.   

Previous operations experience is preferred. 

Holds project manager level standards to manage programs including strong capabilities in reporting, metrics, and insights. 

Is highly skilled in the “Yes, and…” style of communication and customer service while adept at simultaneously managing expectations and clearly communicating “No, but” when appropriate.  

Can effectively manage several “Level 1” priorities with poise and professionalism, while meeting all required deadlines. 

Demonstrates flexibility and the ability to effectively manage changes in project scope, timelines, and priorities. 

Can demonstrate experience in handling confidential and sensitive information without reaction and judgement and experience in safeguarding the same. 

Can successfully manage a multitude of projects and close on deliverables on time and on budget.  

Possesses strong collaboration skills, both with peers and external partners.  

Is able to build successful partnerships through influence and character. 

Certificates/Licenses/Registrations

At the discretion of the San Manuel Tribal Gaming Commission, you may be required to obtain and maintain a gaming license. 

A qualified candidate/employee must have a valid driver’s license with an acceptable driving record as determined by the company’s insurance carrier.  

SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP) is preferred.
