The Role
ICF is seeking a Director of Labor and Payroll to lead the payroll and time management teams and ensure the seamless processing of multi-state and multi-country payrolls. Reporting to senior leadership, this position is integral to managing compliance with federal, state, and local regulations, overseeing payroll-related audits, and driving strategic improvements in payroll processes. The Director will collaborate with cross-functional teams including HR, Finance, IT, Benefits, and Compensation, ensuring accurate payroll operations and continuous process enhancements. This leadership role offers significant growth opportunities within a dynamic and expanding organization.
Responsibilities Include:
Lead and oversee payroll and time management teams, ensuring end-to-end payroll processing, accurate timekeeping, and seamless collaboration with HR, Finance, IT, Benefits, and Compensation teams to enhance processes and resolve issues
Ensure payroll and time management policies and processes comply with federal, state, and local laws, including timely tax filings, FICA transmissions, and preparation of quarterly 941 reports.
Oversee the preparation and distribution of W-2s.
Manage payroll-related audits and resolve any discrepancies.
Develop and implement payroll and time management strategies, policies, and procedures.
Ensure policies are up-to-date and compliant with current laws and regulations.
Oversee payroll and time management systems to ensure effective functionality, data integrity, and security.
Prepare and analyze payroll reports to provide insight and recommendations based on payroll data.
Monitor payroll KPIs, analyze data trends, and provide strategic recommendations to drive process improvements and enhance payroll efficiency.
Perform additional job-related duties as assigned.
Basic Qualifications:
Bachelor’s degree in accounting, finance, economics, or a related field.
10+ years of progressive experience overseeing the processing of multi-state and multi-country payrolls for large exempt and non-exempt workforce with hands-on responsibilities
7+ years of experience leading the labor and payroll team.
Experience leading payroll within Deltek Costpoint version 8.0 or higher
Prior experience in managing global payroll regulations (for multinational companies)
Prior experience in digital transformation including automation/process improvement, and related change management
Prior experience with integrating HRIS system (Workday) with general ledger
Minimum five years’ experience in managing compliance with evolving regulations
Experience in managing remote and hybrid payroll team
Preferred Qualifications:
Payroll certification.
Experience in cross-function communication (e.g., HR, Tax), and executive management
Strong project management experience including the ability to manage project plans, dependencies, critical path activities, and milestones
Managed data analytics and reporting
Experience with expense forecasting
Prior experience in cybersecurity best practices
Proven background in transitioning payroll systems and processes.
Government contracting experience.
Familiarity with outsourced payroll elements, including tax and garnishments.
Expertise with enterprise-wide payroll systems and configuration.
Professional Skills:
Comprehensive knowledge of state and federal payroll and tax regulations, as well as compliance requirements.
Strong grasp of payroll processing concepts, practices, and procedures.
Strong analytical and problem-solving skills, with an ability to explore alternative solutions.
Leadership and team management abilities, including mentoring and advising teams.
Ability and experience in building strong team and interdepartmental relationships.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
$143,041.00 - $243,170.00Reston, VA (VA30)
