Job Overview

The Director of Legislative and Regulatory Affairs works to support the entire product development lifecycle from bill and regulation tracking and drafting to providing compliance for rules based This role is part of a management team that oversees a staff of attorneys and paralegals that support NJEDA’s regulatory, product development, and ethics compliance activities.The ideal candidate is a bar admitted attorney in New Jersey with several years of New Jersey State regulatory experience, including drafting of legislation or regulations and contracts or memoranda of understanding.

 

$111,792 - $139,740

 

Note: The NJEDA currently offers a hybrid work schedule for up to 2 days of telecommute work from home. To participate, you will be required to have high speed home internet access and a manager's approval. This program does not supersede the "New Jersey First Act", which requires newly hired NJEDA employees to establish and then maintain, principal residence in the State of New Jersey.

 

Responsibilities

Duties

Daily Tasks and Responsibilities:

Support Legislative and Regulatory Affairs staff in work with program and product development teams with rules-based programs from rule writing through application design, Board approval, FAQ review, and drafting of approval letter/agreement. Support Legislative and Regulatory Affairs staff in work with program teams to draft and track memoranda of understanding with other government entities. Oversees the writing of new law memos and related implementation documentation and training. Must complete annual self-assessment, as required.Performs other duties and special projects, as assigned.

Projects:

The Director will create and support a pathway for drafting multiple sets of new program rules in tandem.The Director will develop a process to allow Board members a regular opportunity to review and modernize the Authority’s rules and regulations.

Goals and Objectives:

Support the transition of MOU tracking to CRM. Support the transition to a new and redesigned public web page dedicated the Authority’s rules and regulations.

Collaboration and Cross-Divisional Interaction:

The Director will partner with the Directors of regulated programs and programs with MOUs to provide effective and efficient legal support.The Director will partner with the other Directors of Legal and Compliance, Assistant Director of Legal Affairs, and the Director of Goverance to deliver timely, consistent legal support across the Authority.

Reporting Structure:

The Director will report to the Managing Director of Legislative and Regulatory Affairs and support the Managing Director in delivering an effective and efficient legal and compliance support related to the Economic Recovery Act and other legislation, administrative and program rules, product development, and MOUs.The Director will supervise legal and paralegal staff. Certifications:

NJ Bar Admission and currency

Experience:

7-10 years of post-admission legal experience, including 2+ years of State legislative and/or regulatory experienceAdvanced degree or industry specific certification may be substituted for 1 year of experience

Education:

Juris Doctor required.

Software/Tools Proficiency:

Lexis Nexis and GovNetNJEDA utilizes Microsoft as the core application platform and proficiency in the Microsoft Office Suite is preferred.

Certificates and Licenses Required

Staff are required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essentials duties of the position.
