Director, Office of Information Technology and Data Services (Chief Technology Officer)
Summary The Director is responsible for providing support to the DOT Chief Information Officer (CIO) and serves as the accountable executive for managing and overseeing FHWA's mission Information Technology (IT) resources in a manner consistent with FHWA and Departmental missions and program objectives, and consistent with applicable laws, regulations, principles, and standards. This position reports to the FHWA Associate Administrator for Administration. Responsibilities The Director, Office of Information Technology and Data Services (Chief Technology Officer): Oversees the functions of records management, Agency Directives, the Freedom of Information Act, Section 508 Compliance, and the FHWA Policy Guidance Center. The position has important Equity related responsibilities in improving access to FHWA data, information and reports, as well as system interfaces with state and local grant recipient partners. Initiates and advocates FHWA and Department-wide system enhancements and changes, and promotes the use of IT and innovative technology solutions to improve the operations, productivity, efficiency, effectiveness and mission delivery of FHWA and the Department, in collaboration with the office of the DOT CIO. Provides leadership in accomplishing this major undertaking, determining how the efforts of all organizations combine to plan for, design, develop, and implement systems to meet the objectives of FHWA and the Department. Serves as an advocate for issues and programs involving FHWA mission information systems and technology, and serves as the focal point for these programs. Participates on DOT, Federal and non-governmental IT committees relative to IT solutions, policy and planning. Is responsible for providing support to the DOT Chief Information Officer (CIO) and FHWA senior leadership on holistic technology management within FHWA. Demonstrated experience in developing and executing a modern, secure and scalable IT strategy to solve complex mission/business challenges for an agency with a national footprint, that strengthens the ability to carry out a wide range of mission objectives ranging from connected vehicle technologies to complex financial systems. 2. Demonstrated experience in the following: (1) Data Governance, Data Management and Data Visualization techniques to support a multi-disciplinary nationwide organization. Experience ideally includes both the governance of internal data for management decision making and reporting to external parties, as well as the use of statistics and data from State and Industry to assist in program development and policy making, (2) Records management and issuance of agency policy directives.
