Summary Director, Passenger Communication Technology is responsible for the development, maintenance, and support of all point of all NJ Transit’s Pass Comm technology including public address (PA) systems, Employee TV, Departure Vision, Multi-Station, PCS Portal, Public feeds for GTFS, ATIS Trip Planning, and dynamic signage systems to communicate information to NJ TRANSIT passengers on board rail cars, buses, light rail, as well as in stations and terminals. Roles and Responsibilities · Directs the operational needs of the existing generation of passenger communication systems public address (PA) systems, Employee TV, Departure Vision, Multi-Station, PCS Portal, Public feeds for GTFS, ATIS Trip Planning, and dynamic signage systems to communicate information to NJ TRANSIT passengers on board rail cars, buses, light rail, as well as in stations and terminals. · Develops and implements next generation passenger communication systems involving extensive work with outside vendors who maintain the hardware and software. Monitors new technologies adopted by other agencies. · Directs and motivates staff to focus on and deliver excellent passenger communication and customer service to internal and external customers by implementing organizational and process changes and providing optimal technologies to solve business requirements. · Ensures that assigned projects are properly designed, coordinated, communicated, and delivered on schedule and within budget. Implements effective project management methodology and culture for both internal and external resources. · Develops and tracks department budget to ensure that capital and operating funds are properly forecasted, justified, and expended. Directs the preparation of cost estimates and budgets for assigned projects, and monitors project cost reports for conformance to approved budgets. Recommends intervening budgetary actions as necessary. · Responsible for the preparation of plans, specifications, and contract documents for Pass Comm applications. This includes factory and software acceptance testing, pilot programs, back office systems and enhancement activities. · Ensures that project plans are developed in accordance with IT programs, procedures and protocols for software design and data collection, processing, and reporting. · Directs all integration activities as it relates to internal and external business partners. · Develops technical portion of project scope details, including force account scope, and leads the RFP process for consultant selections. · Directs contract administration, including design and material approvals, progress payments, final inspection and approval relating to systems. · Prepares status reports and meets with NJ TRANSIT departmental and senior management to discuss status, problems, solutions, direction of the project. Supervision Given to · Manager, Ops & Maintenance PassComm Projects · Product Manager - Passenger Communications Education, Experience and Qualifications · Bachelor’s degree in computer science, Engineering, Business Administration, or related area · An MBA is preferred. · 8 or more years of applied experience with Dynamic Displays Technologies, PA systems, wireless technologies. · Experience must include at least 5 years of manager level /supervisory responsibility. · Management of Technical teams in the IT space · Experience managing large projects with external vendor involvement is desired. Knowledge and Skills • IT Background • Proficiency in Microsoft Office application required. Preferred • Software Development and use of software tools like Jira • Knowledge in Transit space. • Understanding of contracts and procurement policies • Ability to make important decisions under pressure. • Problem-solving skills.
