The Director, Pharmacy Services directs, establishes, and plans the overall policies and strategic goals for pharmacy services including retail, clinical, and nutrition programs in collaboration with program leadership. This role ensures compliance with all federal and state regulations, establishes and measures performance metrics, and develops policies, procedures and standing orders for the department. This role also oversees vendor negotiations and pharmaceutical inventory standards.
Program Management
Establish short and long-range goals of the department; plan, organize and direct general pharmacy and nutrition policies and procedures. Partner with executive leadership in strategic planning regarding all components of the medication management process, retail pharmacy operations, and clinical pharmacy across the continuum of care. Design, manage, measure and continuously improve clinical pharmacy and retail medication management systems. Establish quality specifications for all drugs and chemicals used in the organization in accordance with current national standards of care. Lead drug utilization efforts in support of clinical pharmacy practice and optimize use of information systems and technology supporting department goals and responsibilities. Partner with data team to develop reports to review various data concerning drug utilization patterns and trends; provide analyses and conclusions geared to non-pharmacist audiences. Maintain understanding of third-party requirements, coding, documentation, billing equations, pricing updates, and organizational resources and provide quality assurance for all these functions, improving financial performance. Manage contract maintenance, renewal and negotiation processes with support of pharmacy team. Assist with reviewing various data concerning drug utilization patterns and trends; provide analyses and conclusions geared to non-pharmacist audiences. Lead departmental activities related to Quality Improvement (QI) activities, including participation in annual plan development and review, development and presentation of annual studies, and other QI activities. Champion change initiatives, communicate and demonstrate support for change, coach staff through the change process. Collaborate with Health Directors and other department leaders to optimize pharmacy and nutrition services and achieve department goals. Support departmental Medication Treatment Management activities including patient assessment, drug history review, development of treatment intervention plans, and periodic intervention with patients and prescribers as appropriate. Evaluate and report key pharmacy performance metrics. Monitor and assure alignment of Pharmacy Appeals & Grievances Process. Establish and maintain quality assurance program, including peer review for clinical pharmacy team and monitoring of trends and performance improvement related to errors and safety events for clinical and community pharmacy programs. Monitor state and federal bills and policy proposals related to 340B and clinical pharmacy practice; provide analysis and impact on health center operations and propose alternatives and advocacy. Participate and contribute to OPCA Pharmacy Leaders affinity group. Chairperson Mosaic Community Health Pharmacy and Therapeutics Committee. Active member of PacificSource Pharmacy and Therapeutics Committee; monitor formulary provide analysis and impact on health center treatments and care; advocate for health center priorities which promote evidence-based prescribing and support 340B program.Compliance and Reporting
Ensure pharmacy compliance with regulatory and accreditation requirements. Oversee internal audit and control processes for pharmacy programs. Seek compliance with outside agencies relevant to requirements for maintenance of services. Prepare, upon request, reports and special studies; participate in and contribute to management and professional committees at all levels inside and outside of Mosaic Medical; keep informed of trends and changes insides and outside of Mosaic Medical which relate to assigned functions. Complete all required compliance training within the established timeline. Utilize the incident reporting system as needed.Direct Patient Care (not to exceed 50% of time)
Provide float coverage in Community or Clinical Pharmacy Practice according to the established Mosaic job descriptions.Financial Management
Develop and/or participate in annual budgeting process. Review monthly financial reports for respective departments. Notify Finance of misclassified expenses based on review of financial reports. Approve purchase orders and check requests for assigned approval level. Complete monthly credit card reconciliation if appropriate. Provide fiscal oversight for all assigned clinic/services and maintains expenditures within budget.People Management
Manage performance of the team, conduct monthly meetups and provide real-time and consistent coaching with all direct reports. Ensure accountability of team, including but not limited to adherence with policies, procedures, guidelines, workflows, etc., addressing attendance, performance, and behavior concerns including corrective action if necessary. Consult with Human Resources to support employee relations, performance achievement, training, employee engagement, etc. Hold consistent and timely team meetings to communicate organization, site, and/or department information, changes, initiatives, etc. Obtain leadership approval and manage all recruitment and hiring for team. Provide oversight and support for recruitment/hiring of openings supervised by direct reports. Effectively monitor onboarding of new hires, ensure on-going training and development for all staff. Manage time off requests and approve timecards for direct reports or as delegated, and monitor to ensure staff takes required breaks and lunches.Skills & Knowledge: Must have excellent communication skills and ability to interact with a diverse population and professionally represent Mosaic, strong team working and collaborative skills, ability to multi-task, attention to detail, excellent organizational skills, customer service, particularly in dealing with stressful personal interactions. Basic to intermediate ability and experience in computer applications, specifically electronic medical records system, Pharmacy software, and MS Office.
