Director, Regional OSP Engineering & Construction (Southcentral Region))

Job Description:

Position Overview:

The Director, Regional Outside Plant Engineering & Construction provides leadership and oversight to the OSP Engineering & Construction group. Oversees team efforts to develop and implement Regional OSP Engineering & Construction plans. Contributes technical and procedural expertise across HFC & FTTH network system design, development, and maintenance company wide. Ensures systems are constructed and perform as designed and deliver high levels of customer service.

What you will do to contribute to the company's success

Directs and communicates all facets of the Engineering technology, plans and strategies outlining the future technology direction of the Region.

Develops and implements standards to ensure efficient design and construction of all – Commercial Services, HFC and FTTH construction.

Drives growth through directing our residential and business services new build strategies with a focus on delivering passing in a timely and capital efficient way.  

Ensure standards are enforced through testing and implementation of all new build projects.

Responsible for identifying the technical needs of the Regional systems and developing and monitoring Regional capital budgets and forecasts.

Develops, recommends, forecasts, and meets capital expense/distribution, inventory/materials, and labor costs based on actual spend vs. budget allocations.

Responsible for assuring service quality, maintenance of the physical plant, and optimizing the efficiency of the maintenance workforce to ensure meeting required standards for Node Health and QOE in the Region.

Ensures the Regional cable systems consistently operate within the technical rules and regulations of the FCC and Cable One engineering guidelines.

Supervises, selects, trains, advises, and motivates technical and engineering staff directly, or through indirect means.

Manages new Regional technology launches including technical readiness assessment, implementation, post-launch troubleshooting, liaison to vendors, etc.

Responsible for career architecture management, performance development, and succession planning for the Regional Engineering Associates.

Provides clear reports to management and other stakeholders reflecting overall operational progress, and financial status and outcomes.

Oversight of all projects including Market Expansion, Commercial fiber projects, and other special projects and all new growth builds, including overseeing contractor activity.

Ensures the integrity of the design mapping system by both internal and external designers, by making the necessary adjustments in a timely, accurate manner.

Develops and presents monthly reports regarding SLA's for HFC, FTTH new build projects.

Responsible for measuring the performance of all individual contributors, team leads, and supervisors in the Construction department function.

Oversees and manages performance of work by contractor and/or in-house personnel.

Effectively partner and collaborate with other Departments such as Data Center Operations, Field Operations, Finance, Safety, for effective and timely completion of projects

Qualifications:

Bachelor’s degree in civil engineering, Electrical Engineering, Telecommunications, or a related field. A Master’s degree in a related field a plus.

8-10 years of experience in a senior engineering role with a proven track record of managing large scale projects.

Experience in the telecommunications industry, particularly in fiber optic and cable systems.

Previous leadership roles with significant responsibility for regional or multi-location operations.

Deep understanding of OSP design principles, engineering standards, and construction practices.

Proficiency in OSP design software (e.g., AutoCAD, GIS systems).

Knowledge of industry standards and regulations, such as those from the Telecommunications Industry Association (TIA) and the Institute of Electrical and Electronics Engineers (IEEE).

Strong project management skills, with experience in planning, budgeting, and overseeing complex engineering and construction projects.

Ability to manage multiple projects simultaneously and meet deadlines.

In-depth knowledge of safety regulations and best practices in construction and engineering.

Experience ensuring compliance with local, state, and federal regulations and industry standards.

Experience in managing budgets and controlling costs for large-scale engineering and construction projects.

Ability to optimize resources and improve cost efficiency.

Ability to thrive in a fast-paced, dynamic environment and manage multiple projects simultaneously.
