Job Description
The Central Quality Services team within R&D Quality is seeking a seasoned leader to strengthen and grow the Learning and Development program across the Regulatory-Safety-Quality (RSQ) function. In this role you will evolve the competency based RSQ Learning program to expand offerings and topics relevant to our overall business strategy and goals.
You will be responsible for the strategy, plan, and execution (maintenance and expansion) of an RSQ-wide Learning and Development program. The RSQ Learning program is built on top of the existing R&D GxP training, which focuses on mandatory requirements for staff. RSQ Learning, however, is focused on the interests of the learner who can navigate various topics across four key pillars of learning: RSQ Fundamentals, Our Science and Our Business, Implementation Focus and RSQ Interactions. While an initial Learning environment and associated content has been launched in late 2024, this candidate will actively seek opportunities to grow this program in alignment with staff needs, interests and both RSQ and Development strategic goals.
The ideal candidate will also bring strong experience in creating learning environments and bringing about true change in organizations. Change management experience will principally be applied to changing Development processes. We are looking for someone with a strategic mindset with clear ability to problem-solve, engage, and adapt to customer needs and work with / influence various stakeholders to continuously improve an effective learning and development strategy.
EXAMPLE RESPONSIBILITIES:
Strategy
Advise functional teams / customers on most appropriate training options based on risk / complexity framework
Prioritize annual focus areas for RSQ Learning and refine a strategic roadmap for RSQ
Define measurable outcomes for a successful learning program with clear alignment to staff retention and return on investment
Advise customers on applicable learning and development models, partnering with functional areas and affiliates to ensure learning needs are adequately met
Build network of L&D professionals across Gilead to enable sharing of information and content
Implementation
Lead planning and implementation of prioritized learning programs / based on RSQ goals
Develop / acquire new modules / content per focus areas and goals
Define and manage RSQ Learning budget and vendors (as needed)
Drive and monitor learning program and platform including dentification and mitigation / resolution of issues and risks
Track and report on program metrics and routinely assess learning program effectiveness
Foster and drive a culture of quality and continuous improvement across RSQ and Development
Change Management
Experienced with and knowledge of change management principles, methodologies and tools
Experienced in how to transition functions / audiences from one process / way of working to another
Ability to articulate messages clearly and appropriately to a variety of audiences
Ability to establish and maintain strong, mutually productive relationships
Ability to influence others towards a common vision or goal
Excellent business acumen and understanding of organizational issues and challenges
Strong team player and collaboration skills
Staff Management
Lead inter-departmental / cross-functional L&D team members to deliver year on year RSQ Learning objectives
REQUIREMENTS:

Bachelor of Science or Arts degree and 12+ years of experience OR
Master of Science or Arts degree and 10+ years of experience
5 or more years of professional development and / or management consulting experience
Ability to develop prescriptive plans and execute against strategy
Demonstrated excellence in written and oral communication
Experience creating professional development programs
Experience with technology systems such as Microsoft Office, MS SharePoint, Absorb LMS,
Experience with vendor management
Ability to develop and manage a budget
Applied knowledge of performance measurement (e.g. metrics, dashboards)
Experience working in the Life Science industry (e.g., Pharmaceutical and Biotechnology) preferred
Strong leadership presence with demonstrated ability to lead without authority and influence programs, projects and/or initiatives.
Strong EQ soft and interpersonal skills and with proven understanding of team dynamics
Strong negotiation and conflict resolution skills
