Job Summary This position is responsible for the development and execution of Tribal strategies and activities across CareOregon. Work includes fostering engagement between the CareOregon enterprise and Tribal entities throughout the state and beyond in support of American Indian and Alaska Native (AI/AN) services. This position serves as a senior cultural advisor to all CareOregon lines of businesses and departments. Essential Responsibilities Technical/Operational Leadership + Fosters effective engagement and relations with Tribal partners; facilitates two-way communication between Tribal health leadership and CareOregon teams. + Facilitates meetings between CareOregon, Tribal health leadership, and/or OHA through standing meetings or as agreed upon by all interested parties. + Engages OHA, the nine federally recognized Tribes of Oregon, and Native American Rehabilitation Association (NARA) in identifying and addressing barriers to member needs. + Facilitates development, advises, and/or consults with teams related to culturally appropriate training and education programs relating to services and other matters relating to the specific concerns of Oregon’s Tribal communities and the coordinated care health care system. + Provides guidance to support creating, implementing, and sustaining cultural intelligence across the enterprise. + Participates in conversations regarding Tribal interests or community partnerships within CareOregon; works to support cross cultural services between CareOregon and other communities. + Serves as a key member of CareOregon’s Diversity, Equity, and Inclusion team; provides subject matter expertise in culturally responsive communications enterprise wide. Strategic/Operational Planning + Participates in the development of vision, goals, and strategic plans for areas of oversight. + Develops short-and long-term plans and polices; oversees the development and execution of standard operating procedures. + Provides input to the strategic plans for the organization. + Maintains an organization-wide view while establishing team priorities and being cognizant of broader department and organizational impacts. Financial/Resource Management + Recommends budgets in alignment with short and long-term plans. + Manages resources to ensure priorities are accomplished. + Approves resource allocations within budget, including people, finances, and timelines; make decisions on exceptions. Relationship Management + Develops and maintains effective working relationships with the nine federally recognized Tribes of Oregon, NARA, an Urban Indian Organization (UIO) and various other Tribal entities; acts as a direct resource to support ongoing and emergent needs in service to the Tribal population or community needs. + Leads effective communication system for work group(s), ensuring a collaborative culture. + Builds and ensures effective relationships across internal teams and external organizations. + Partners with internal leaders and managers in identifying improvements. + Represents CareOregon within and outside the organization. Employee Supervision + Directs team(s) and establishes team direction and goals in alignment with the organizational mission, vision, and values. + Identifies work and staffing models; recruits, hires, and oversees a team to meet work needs, using an equity, diversity, and inclusion lens. + Identifies department priorities; ensures employees have information and resources to meet job expectations. + Leads the development, communication, and oversight of team and individual goals; ensures goals, expectations, and standards are clearly understood by staff. + Manages, coaches, motivates, and guides employees; promotes employee development. + Incorporates guidance from CareOregon equity tools into people leadership, planning, operations, evaluation, budgeting, resource allocation, and decision making. + Ensures team adheres to department and organizational standards, policies, and procedures. + Evaluates employee performance and provides regular feedback to support success; recognizes strong performance and addresses performance gaps and accountability (corrective action). + Performs supervisory tasks in collaboration with Human Resources as needed. Experience and/or Education Required + Minimum 10 years’ experience in related work, such as healthcare, health care administration, public health, social services, legal and/or work on Tribal/treaty matters + Minimum 4 years’ of engaging with Tribes and Tribal people through either work or lived experience + Valid driver’s license, acceptable driving record and automobile liability coverage or access to an insured vehicle Preferred + Minimum 4 years’ experience in a supervisory position Knowledge, Skills and Abilities Required Knowledge + Working knowledge of OHP benefits + Working knowledge and use of Trauma Informed language and principles + Working knowledge and use of Tribal culturally responsive practices and principles + Working knowledge of Care Coordination fundamentals and principles as applicable to the Oregon Administrative Rules + Advanced knowledge of cultural humility and ability to model cultural humility in all business dealings + Understanding of mental health and substance use disorders and how they impact health + Understanding and use of Person First language and principals + Knowledge of community social service agencies + Familiarity with operations of primary care clinics Skills and Abilities + Effective written and verbal communication skills + Ability to help develop, implement and educate on goals, objectives, policies and procedures + Ability to work in a continuously improving environment and support others to embrace change + Leadership skills, including the ability to supervise and mentor staff to reach their full potential for collaboration, productivity and effectiveness + Strong motivational skills to inspire and facilitate staff engagement and learning; aptitude for behavior change coaching + Strong initiative; ability to keep multiple tasks on track and bring projects successfully to completion + Ability to remain flexible, positive, and adaptable + Ability to commit to process improvement, employee development, principles of cultural competence, and personal growth + Ability to problem solve creatively + Ability to build productive professional relationships, hold staff accountable and resolve conflicts successfully + Ability to display non-judgmental attitude + Aptitude for using computer-based programs + Ability to occasionally travel throughout the state to engage Tribal and other stakeholders + Ability to work effectively with diverse individuals and groups + Ability to learn, focus, understand, and evaluate information and determine appropriate actions + Ability to accept direction and feedback, as well as tolerate and manage stress + Ability to see, read, hear, speak clearly, and perform repetitive finger and wrist movement for at least 6 hours/day Working Conditions Work Environment(s): ☒ Indoor/Office ☒ Community ☐ Facilities/Security ☐ Outdoor Exposure Member/Patient Facing: ☒ No ☐ Telephonic ☐ In Person Hazards: May include, but not limited to, physical and ergonomic hazards.
