Director, Workforce Development

DeKalb County seeks a dynamic and experienced Director, Workforce Development to lead the County's employment and training initiatives and departmental activities funded via the US Department of Labor, in collaboration with the Workforce Investment Board, and the Georgia Governor's Office of Workforce Development. The ideal candidate will have:

A passion for serving the community, including individuals in disadvantaged situations, recipients of public assistance, low-income families, and individuals who are deficient in basic skills Experience as the director or deputy director of a grant-funded metropolitan area workforce development program, including providing oversight, planning, and financial accountability Proven success and expertise in project management and operational planning related to grant-funded programs, including implementation of programmatic budgets according to grant guidelines; and strategic financial planning to ensure program sustainability Experience analyzing statistical program data to provide regular updates to federal grant managers and County officials Experience building partnerships with area businesses, community leaders, and the public; and proven leadership hosting successful employment outreach events involving the community Leadership experience that includes staff motivation, mentoring/coaching, and continuous improvement
 

This position is non-merit and serves at the pleasure of the appointing authority.

Salary Range: $150,000+ depending on education and experience 

Essential Functions: 

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Provides project management and operational planning; ensures that annual program budgets are appropriately dispersed and allocated according to grant guidelines; coordinates project/program planning; oversees administrative, programmatic and financial functions for the department; maintains adequate flow of funds/revenue to ensure department's sustainability through strategic and operational planning; provides direction for cash flow/expenditure rate projections and financial monitoring; directs programmatic and financial monitoring of all occupational skills training providers.

Directs program and financial management; directs ongoing programmatic excellence of WSD programs and their administration within program budget constraints and managed timelines and resources while complying with the required expenditure/obligation rate; oversees and directs annual budget development and financial management; identifies and secures additional competitive grant opportunities using strategic partnerships; facilitates annual program review/monitoring by the Governor's Office of Workforce Development and the County's external auditors.

Oversees operational leadership/management and staff development and care; directs and manages activities of WSD staff to develop and implement strategic plans to meet the Workforce Investment Board's vision and goals; provides supervision, coaching, and support to staff; monitors the completion of individual and team goals to ensure successful program and team performance.

Guides strategic relationship development and management: fosters Board relationships while carrying out Board policies with compliance to Federal regulations, provides executive guidance to Board in development of local and regional policy; represents the County/Workforce Investment Board at collaboration meetings of state, regional and national agencies; builds and maintains key relationships with community stakeholders, elected officials, non-profit leaders, college and university leaders and private sector business leaders.

Manages data analysis, management and quality assurance; analyzes program performance; assesses areas for improvement; formulates corrective action and determines appropriate implementation strategies; executes program best practices aligned with US Department of Labor's Innovative Workforce Fund Initiatives; monitors legal and legislative issues relative to program services; revises strategic plans as necessary based on ever-changing industry and employer needs.

Minimum Qualifications:

Bachelor’s degree in Business Management/Administration, Human Resource Management, Public Administration or a related field required (Master’s degree preferred); ten years of progressively responsible experience in business administration, public administration, human resources or project management work; with three years of management experience for a comparably sized organization or as a director for a smaller organization; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required: Must possess and maintain a valid Georgia driver’s license.
