Job Summary

The Director, Workforce Development & Optimization, has oversight and strategic direction for all Clinical Workforce Management functions within the ScionHealth enterprise. Responsibility for enterprise clinical contract labor, inclusive of the implementation, management and oversight of designated Managed Service Provider (MSP) contingent labor. Provides ownership, leadership, direction and administrative expertise of workforce programs, data analytics, and tools related to staffing, scheduling, and patient acuity.

Position Responsibilities

Leadership\:

Provides direction in strategic planning and creating operational, service design and other organizational plans and policies to achieve the mission and vision of the organization in relation to workforce, staffing, scheduling and acuity programs.Oversees the development and design of policies, procedures, and protocols that guide and support the provision and integration of services according to the mission and vision of ScionHealth.Directs the coordination and integration of the enterprise workforce programs with other departments and hospital’s primary functions. Communicates and promotes the ScionHealth mission, vision, and operational strategy to key clinical and operational leadership.Participates in hospital and departmental performance improvement activities to measure and assess the quality of services provided.Drives Workforce Development strategy driven by data analytics.

Job Specific\:

Oversees the MSP processes and contract labor. Assesses MSP performance to service expectations and identifies opportunities for improvement. Provides support to facility users and functions as a liaison to MSP leadership team. Develops and implements action plans to address variation from expected process outcomes. Collaborates with MSP partner to enhance supplier base and technology as opportunities are identified in process reviews. Monitors facility compliance to the MSP contract. Communicates with facilities to assess potential supply/demand concerns and formulates an action plan in collaboration with the MSP partner. Reviews vendor spend data to identify off-contract contingent labor, and works with facilities to mitigate supplier issues. Maintain oversight of the Contingent Labor use via Vendor Management System (VMS) enterprise reports. Reviews VMS reports to assess concurrent and historical contract labor use, to identify trends by facility. Supplies reports to district and division leaders on contract labor trends as needed.Correlate Contract labor spend with position control. Reviews position control vacancy data and contract labor spend by facility. Collaborates with HR and Talent Acquisition to develop strategies to mitigate vacancies and contract labor usage.Use statistical methodologies to analyze data from workforce optimization applications to identify opportunities for improvement, potential validity threats, ROI indicators, etc. Act as business owner, on behalf of Clinical Operations, of workforce optimization applications when technical updates or changes are needed. Conduct concurrent review of data from workforce optimization applications to inform leadership of ongoing compliance.

Master’s degree preferred. Healthcare discipline preferred.

Licenses/Certification

Registered Nurse (RN)

Experience

Minimum of 5 years progressively responsible work experience in patient care settings with progressively higher supervisory management experience. Six Sigma, Lean, or other process improvement exposure expected, certification preferred.

Knowledge/Skills/Abilities/Expectations

Approximate percent of time required to travel\: 25 – 50%Must read, write, and speak fluent English.Must have good and regular attendance.Performs other related duties as assigned.Excellent oral and written communication, organizational, and interpersonal skills. Strong understanding of workforce management concepts including staffing, scheduling, acuity, time & attendance.Skills to navigate and use Microsoft Word, Excel, and PowerPoint applications.Strong relationship management skills with the ability to relate to all levels of the organization.Excellent presentation skills.Ability to perform comfortably in a fast-paced deadline-oriented work environment. Ability to work as a team member or independently.Ability to travel and perform job responsibilities simultaneously.
