Northrop Grumman’s Space Sector is looking for a Program Director (Director 1) to lead a challenging new Major Program focused on fielding an exciting capability. Applicants must be local to the Northrop Grumman Dulles, Virginia location. Relocation assistance may be offered for this position.
This position is responsible for leading a team of diverse technical specialties through all phases of shaping, capture, architecting, design, integration, test and fielding of a unique, revolutionary space mission. If selected, the incumbent would be simultaneously responsible for leading execution of the current execution phase and capturing the next iterations of this capability. This Program Director will be in an influential position of shaping a critical portion of the nation’s future space architecture. Included within these responsibilities is the primary objective to deliver on all contractual requirements within cost and on schedule, while achieving all technical requirements and creating customer intimacy to support value creation strategies.
Program Directors are responsible for guiding their team through all phases of the program life cycle from inception (customer shaping, proposal development) through startup, execution, and completion (contract closeout). Primary responsibilities are the management of cost, schedule, and technical performance of programs or subsystems and include, but are not limited to:
Work with Space Security leadership and assigned staff to develop and communicate an organizational or mission roadmap.
Cultivating customer relationships and intimacy to develop further opportunities within the customer community.
Establishing an efficient program organizational structure and processes
Identifying, allocating and managing program resources, including workforce planning
Leading and directing cross-functional Integrated Program Teams (IPT) to meet program cost, schedule and technical performance objectives.
Measuring and reporting program performance to the customer and NG leadership
Delivering clear and compelling presentations to customers, executive management and other program stakeholders
Participating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions.
Establishing design concepts, criteria, and engineering efforts for product research, development, integration and test.
Creation, review and finalization of the program Statement of Work
Identification, distribution, tracking, and completion of program requirements
Establishment and management of the program and subordinate baselines
Development and adherence to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools
Managing suppliers to meet program objectives.
Adherence to all internal processes, policies, and applicable industry standards
Ensuring program team understands and adheres to contract scope, and manages change through control board activities.
Development and adherence to master plans and schedules.
Conducting thorough risk & opportunity management practices including identification, mitigation and realization.
Basic Qualifications:
Bachelor’s Degree and 10 years, or master’s degree and 7 years’ experience supporting U.S. Government programs and/or project management in other industries.
At least one technical degrees (science, math, engineering) from a nationally accredited institution
Currently holds and ability to maintain Top Secret//SCI clearance and ability to gain additional Special Accesses
5+ years’ experience working on space system programs (i.e., satellites, space-to-ground communications, command and control, space vehicle operations, etc.)
Experience as a Program Manager leading a development program with a contractual value of at least $20M, or the Deputy Program Manager / IPT Lead on a development program of at least $100M, or leading multiple capture activities requiring P&L management and P&L planning with expected values over $200 M.
5 years of familiarity with Northrop Grumman processes, organizations, and program execution.
Four years of demonstrated success leading high-performance teams of at least 15 people and/or organizations to achieve a common goal.
Ability to travel up to 5 days per month (on average)
Business Acumen: The ability to apply knowledge of business and financial concepts, tools and processes to the benefit of program decisions and performance.
Communications: The ability to manage communications with assigned staff and other stakeholders through organized processes to ensure that program information is defined, collected, shared, understood, stored and retrieved in a manner that effectively meets program and stakeholder needs
Issue & Problem Resolution: The ability to identify and address program impacts through a systematic, proactive, approach to issue and problem resolution that identifies, communicates, monitors, and promptly resolves conflicts across all levels of the program.
Program Integration: The ability to identify, orchestrate, coordinate and control the management activities and processes that integrate program interdependencies throughout their life cycle to achieve successful program completion.
Risk & Opportunity: Experience addressing uncertainty through an organized and analytical forward-looking approach that identifies risks and opportunities, determines appropriate handling plans to resolve or minimize impact.
Preferred Qualifications:
Previous experience as a Program Director or Portfolio Director with P&L responsibilities
Advanced degree in either STEM or Business Management
Experience as a Program Manager leading a development program with a contractual value of at least $100M.
5 or more years of relevant experience supporting DoD or IC contracts and customers
Experience with cost-plus and fixed-price contract types, specifically simultaneous execution and/or management of the transitions of cost-type to fixed-type or fixed-type to cost-type structure.
5 or more years’ experience working on space system programs (i.e., satellites, space-to-ground communications, command and control, space vehicle operations, etc.)
Experience with counterspace architectures, missions, technologies, or customers
Experience with architecting, designing, integrating or operating Low Earth Orbit (LEO) space systems.
Capture Management: Insight into customer technical, financial, political, and cultural considerations and the ability to shape customer expectations with a solution that satisfies their needs and is advantageous to the company.
Technical Performance: The ability to establish a technical performance baseline to monitor and compare key program technical performance measures, assess program status.
Requirements: The ability to define, document, analyze, trace, prioritize, and confirm requirements throughout the entire program life cycle.
Planning, Scheduling & Earned Value: The ability to initiate, develop, integrate, execute, direct and control program plans and cost and schedule baselines that meet both program contractual requirements and stakeholder expectations.
Customer intimacy: Seeks and incorporates input from customers and understand their expectations. Demonstrates commitment and energy to meet customer needs. Builds strong relationships with strategic partners and key suppliers.
Salary Range: $217,300.00 - $325,900.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results.
