Director - Communications & Signals Operations

Job Summary
Strategic liaison with multiple departments to resolve issues and develop new processes for Engineering personnel- including Communications and Signal (C&S) maintenance of way, bridge and facilities, and design, construction, and capacity. This role touches both management and contract employees. This position has the primary responsibility to supervise key C&S management Signal Design employees, processing over $70 mm of invoices, charged to capital expenditures (CapEx), Communications and Signal (C&S) operating expense (OE), and various billable projects. This position also oversees the tracking of all Federal Railroad Administration (FRA) violations and drafting responses for Chief Engineer C&S signature. Additionally, this position assist with management of an OE budget of $250mm and a CapEx budget of $50mm. Manages the submission of all paperwork associated with request for Authority For Expenditures (AFE). Works closely with the Assistant Regional Signal Engineers and Assistant Chief Engineer C&S to schedule required training for C&S field managers and contract employees. Manages safety status of field units and entire C&S department.

Primary Activities and Responsibilities

Manages team of 3 vital Signal Design employees supporting the entire operations department Strategic liaison with payroll, manpower administration, government billing, internal audit and compliance, and other departments as necessary Oversees the FRA violations reporting data base for c&s and draft safety alerts associated with any violations Primary FRA point of contact for c&s Supports communications and signals organization -including management reports, final review and reporting of all safety, false activations and false proceeds incidents Provides oversight and training of over 160 field c&s managers and 1600 contract employees Updates Chief Engineers (CE), Assistant Chief Engineers, Head of Departments and Vice President's on initiatives Provides communications and signal training and support for company investigations Department�s sole contact and trainer on Timetrax Miscellaneous activities and responsibilities as assigned by manager



Minimum Qualifications

Bachelor's Degree/4-year Degree 7 or more years of experience in experience in Railroad Engineering Operations 7 or more years of supervisory experience in experience in Railroad Engineering Operations

Equivalent Minimum Qualifications

Associates Degree/2-year Degree 10 or more years of experience in experience in Railroad Engineering Operations 10 or more years of supervisory experience in experience in Railroad Engineering Operations

Knowledge and Skills

Familiarity with timekeeping activities (mainframe, transitioning to STARS) Knowledge of labor agreements and disciplinary practices Knowledge of Safety and operating rules Strong computer skills (primarily Microsoft Office Suite) Skill in budgeting Technical writing skills Functional/technical agility Ability to interact and influence throughout various
