Director-Engineering and Energy Management-Facility Operations-Days

General Summary

Directs, plans, organizes, and controls the activities and functions of the corporate Engineering Services function. Develops and maintains operations that are consistent with the goals of the health system and the needs of the community.

Duties and Responsibilities

Essential Functions:

Prepares Statement of Work (SOW) and business cases for infrastructure and energy projects. Ensures the site energy and sustainability standards are applied onsite in order to contribute toward the achievement of the WellSpan portfolio goals. Provides ownership of the energy dashboard, system energy budgets and system energy procurement. Provides oversight for infrastructure and technical systems for design and construction projects. Provides ownership of the system's carbon footprint data and leads the system in decarbonization efforts. Provides conduit between design and construction and facilities management, assisting with design solutions, outages and construction efforts and commissioning and turnover at project completion. Provides project management leadership on infrastructure and facilities projects. Assists with defining, tracking, and measuring budgets for system projects. Applies and procures rebates and other available financial incentives related to the projects. Under general direction, provides energy efficiency analysis for mechanical and electrical systems (i.e., HVAC, lighting, building automation, etc.) within the systems healthcare and ambulatory facilities and provides recommendations for building modifications to improve energy efficiency. Engages team and the energy and sustainability platform to identify and develop projects. Responsible for formalizing scope, obtaining quotes, performing projects savings analysis, and obtaining project approval. Participates in transition meetings with Facility Operations to ensure project intent is preserved. Mentors and supports engineers/facility managers in providing infrastructure and energy engineering services. Supports activities related to the formal review and unscheduled audit of numerous construction and energy management partners, and external outside service providers to ensure conformance with documented SOW's, policies, procedures, and guidelines. Assists with development and implementation of energy training programs, including employee energy and sustainability awareness programs. Maintains a good relationship with facility leadership and serves as a technical Subject Matter Expert (SME) on building equipment operation. Provides leadership in strategic space planning across the System. Develops updates, communicates, and implements energy efficiency standards, water efficiency standards. Validates and reports savings measurement and verification (M&V) for energy initiatives. Performs detailed engineering and financial analysis to quantify cost savings and other health system benefits. Leads or assists with technical or financial benchmarking as needed. Leads in the development of organizational baselines.

Maintains established policies and procedures, objectives, quality assessment and safety standards. Develops and recommends appropriate budget(s) for area (s) of responsibility and ensures that area(s) operates within budget. Recommends staffing levels, selects, and assigns staff, evaluates performance, evaluates/tests competencies (as applicable), provides orientation, training and continuing education of staff, and initiates or makes recommendations for personnel actions.

Qualifications

Minimum Education:

Bachelor's Degree In engineering (BA/BS) from four-year college or university. Required Mechanical, Electrical, Architectural preferred. CEM and LEED accreditation preferred.

Work Experience:

5 years Related experience in the energy engineering field. Required

Driver's License Statement:

Must possess a valid driver's license in the current state of residence. Driving record must meet requirements established by WellSpan Risk Management.
