General Summary:

This role is responsible for providing strategic direction, guidance, and oversight for the daily operations and continuous advancement of the renowned DART GoPass® Payment and Mobility App team under the Payment Systems and Statistical Reporting section in Finance. Lead product development roadmap to continuously deploy state-of-the-art features to improve transit riders' experience. Direct business plan development and oversee an effective business development pipeline in the North American market, generating opportunities for DART to extend the GoPass® App to prospective partners in the public and private sectors. Built strategic partnerships with internal and external stakeholders and maintained positive relationships in expanding GoPass® App adoptions. Directs the daily operations functions, including the ongoing monitoring of the App performance, user and customer support processes, vendor management, business development activities, market research and new partnership Interlocal Agreement development, new agency partner onboarding, and financial budgeting and revenue analysis. Support the development of DART's unified fare payment system roadmap with the revenue systems department in alignment with DART's strategic plan.

Essential Duties and Responsibilities:

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Provides strategic direction, guidance, and oversight for the daily operations and continuous advancement of the renowned DART GoPass® Payment and Mobility App Performs. Leads product development roadmap to continuously deploy state-of-the-art system features to improve transit riders' experience.Directs business plan development and oversees an effective business development pipeline in the North American market, generating opportunities for DART to extend the GoPass® App to prospective partners in the public and private sectors.Builds strategic partnerships with internal and external stakeholders and maintains positive relationships in expanding GoPass® App adoptions.Directs the daily operations functions, including the ongoing monitoring of the App performance, user and customer support processes, vendor management, business development activities, market research and new partnership Interlocal Agreement development, new agency partner onboarding, and financial budgeting and revenue analysis.Supports the development of DART's fare payment system roadmap with the revenue systems department, which is in alignment with DART's strategic plan.Lead, mentor, and manage a team of professional staff. Interviews, selects, develops, evaluates, counsels, and, if necessary, terminates subordinate personnel.Develops section budget and submits for approval. Monitors budget for variances.Maintains confidentiality of credentials, documents, proprietary system design, and trade secrets.Performs other related duties as assigned.

MINIMUM KNOWLEDGE SKILLS AND ABILITIES REQUIRED:

Note: An equivalent combination of related education and experience may be substituted for the below stated minimums, excluding High School Diploma, GED, Licenses, or Certifications.

Bachelor's degree from an accredited college or university in Computer Science, Engineering, Finance, Business Administration, Marketing, or a related field.Five (5) years of progressively responsible experience in product development and technology commercialization in digital payment, mobile App development, and project management experience in business and technology solution implementation, including experience managing a professional staff.Current Certified Scrum Product Owner certificate.Proficiency in PC software applications, including Microsoft Office, database, or other related software applications.Pass a physical (medical) examination that includes a drug screen to operate DART non-revenue vehicles.Strategic thinker with a customer-centric mindset. High level of analytical ability to find solutions to difficult and complex interpersonal, technical, financial, legal, and/or administrative problems.Knowledge of budget development/analysis and operational cost factors.Knowledgeable and skilled in working with data and detailed technical information, including strategic planning, market research, and business process improvement.Ability to travel to meet with partners and potential partners across North America as required.Ability to build strategic partnerships with internal and external stakeholders and build trust and rapport to achieve shared goals. WORKING CONDITIONS:

Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
