SPECIFIC RESPONSIBILITIES :
Develops vision and strategies for areas of responsibility and leads team in delivering a diverse portfolio of services to achieve short- and long-term goals for the offices and the department. Navigates the department’s financial practices and systems to ensure accountable and purposeful use of resources. Builds relationships and trust with other offices, units, and customers.
Establishes, implements and monitors goals, policies, and procedures for all aspects of work areas assigned to the Director of Administration. Reviews specific objectives to ensure the effective and timely execution of the work of applicable subordinate offices. Establishes accountability standards and ensures subordinate offices accomplish assigned responsibilities. Provides for sustained maintenance and improvement in operating efficiencies across the division. Makes executive recommendations and decisions related to office personnel needs, staffing levels, and reviews division personnel actions.
Leads staff and oversees functional areas and ensures high quality services are provided to the Florida Department of Transportation (FDOT). The assigned functions and offices include:
+ The Equal Opportunity Office - responsible for administering the agency’s Equal Employment Opportunity / Affirmative Action (EEO/AA), Disadvantaged Business Enterprise (DBE), EEO Contract Compliance, On-the-Job Training, and Title VI Programs.
+ The Support Services Office - oversees management of the Property Office Leasing, Energy Conservation, Surplus Property, and Fixed Capital Outlay Programs, the Central Office Reprographics and Maps and Publications Sales Units, and maintenance, custodial, landscaping and security services for multiple facilities.
+ The Human Resources Office - responsible for directing the agency’s recruitment and selection, classification and pay, employee benefits, attendance and leave, employee relations, grievances, Workers’ Compensation, performance appraisals, retirement, and unemployment compensation functions.
+ The Procurement Office - responsible for the acquisition of the professional services, commodities and contractual services contracts and program support required by the Department to accomplish its mission.
+ The Organizational Development Office – develops and manages the agency’s Computer Based Training, Instructional Design Training, and Leadership Development Programs and also maintains the agency’s training and organizational development and policies and procedures repository.
Assists in carrying out other assigned enterprise administrative functions. Provides vision, expert advice, and administrative support information and assistance to other Divisions, Districts, and Staff.
Sets proper program objectives to accomplish duties efficiently and economically with the greatest value to the department and benefit to customers. Crafts policies and procedures, ensures that Departmental policies and directives applicable to the Director of Administration are disseminated and carried out during daily operations.
Develops and reviews the Office of Administration standard operating procedures, legislative budget requests, cost center operating allocations, and Continuity of Operations Plan (COOP).
Acts as liaison with the public and with other governmental agencies relating to internal and external administrative activities and responsibilities involving the Department.
