Description of Job
Hybrid work arrangements: 2 days onsite and 3 days remote work.
Work week is Monday through Friday 8:00 a.m. - 5:00 p.m.

Program Implementation, Program Management and Program Monitoring
This position is responsible for the implementation, oversight and direction of the PRTF. The director is responsible for bringing on a contractor from the legislation to implement the program in accordance with the budget and timelines detailed in the legislation. This position makes decisions about contractor selection, programmatic and service definition, corrective actions, strategic planning for the program, budget allocation and distribution and ongoing funding requests.
This program director also is required to draft the program requirements and expectations for the potential contractor(s) to operate PRTF. The Program Director assists the CFO’s office in the solicitation and contracting process for qualified provider. This position reviews all applications from qualified providers and works closely with the contracting and procurement team to develop contracts from the programmatic perspective.
This position is responsible for understanding and assessing the criteria for eligibility for the services and standardized guidelines for discharge processes
The program director works with the Department of Healthcare Policy and Financing to ensure the services fall within the federal Center for Medicaid and Medicare specifications to ensure the federal match eligibility for payment for these services, if applicable. Additionally, the director works closely with the regulators from the Behavioral Health Administration and the Colorado Department of Public Health and Environment to ensure the facilities are licensed appropriately and/or assist in the creation of the licensing type of these new facility types according to the legislation.
This position ensures the contractors are in compliance with the conditions of the state contracts. The director is responsible for ensuring regular auditing of the multiple providers contracted through the program to enforce standards and monitor compliance and effectiveness of the program. Creates and updates auditing procedures, and ensures policy and procedure for the program is implemented and followed. This position has the authority to issue a corrective action plan and monitor the program’s compliance and progress in responding to the corrective action plan. This position reviews and evaluates current programming and policies related to services and ensures efficiency, effectiveness and compliance. This position authorizes daily operations and decisions ensuring they are effective and efficient. Drafts amendments to the contracts on an annual basis. Responsible for creating all policies and procedures pertaining to PRTF.
This position makes judgments based on data in establishing guidelines for future procedures and determinations. Ensures clients involved in the program are receiving the needed services for their individual treatment needs. The position is required to respond to emergent situations and determine the best course of action.
This position is responsible for establishing procedures and working with the data analyst to develop tools for data collection and may prepare an annual report to the General Assembly to include a summary of program implementation, outcomes and recommendations for improvement. The director works with the data analyst to identify trends in the data and anticipate budget and resource needs.
This position establishes processes for auditing and other processes needed for the implementation and management of the program. This position regularly reports program implementation, audits and outcome data to a Deputy Director of OCFMH and responds to requests for information from various state government agencies.
This position directs the state’s group home program, authorizes daily operations and decisions ensuring they are effective and efficient, designs policy and procedures, analyzes data and presents it in a concise format to management and stakeholders and various governmental agencies both within and outside CDHS.
Adolescent Behavioral Treatment Unit Consultation
This position provides consultation to the Adolescent Behavioral Treatment Unit, which is a 20-bed unit located in Pueblo, CO. This position will not directly oversee the unit, but uses their subject matter expertise to guide overall strategic vision, policy, and practice decision.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Experience Only:
Nine (9) years of relevant experience in clinical and administrative oversight over treatment programs in a management role which includes the following areas of competency:
+ Staff supervision
+ Crisis Management
+ Program Monitoring and performing program audits
+ Policy creation and updates
+ Program implementation and strategic planning
+ Data and program outcome tracking
+ Collaboration with other teams and leadership
+ Ensuring service quality and the needs of clients/patients are met
OR
Education and Experience:
A combination of education in psychology, social work or other human services related field and/or relevant experience in clinical and administrative oversight over treatment programs in a management role which includes the following areas of competency:
+ Staff supervision
+ Crisis Management
+ Program Monitoring and performing program audits
+ Policy creation and updates
+ Program implementation and strategic planning
+ Data and program outcome tracking
+ Collaboration with other teams and leadership
+ Ensuring service quality and the needs of clients/patients are met
equal to nine (9) years
Preferred Qualifications:
+ Experience in adolescent residential treatment programming and oversight
+ Experience with training and implementing new programs
+ Proven experience in policy development and implementation, particularly in a treatment program context.
+ Experience overseeing and executing data-driven performance management and outcome-based systems and initiatives.
+ Treatment facility regulatory and licensing experience
+ Contract management and scope of work development
+ Experience communicating effectively with policymakers, administrators, advocates, and a variety of stakeholders.
+ Ability to conceptualize and explain program development, evidence based practice, resource management, and data reporting
Highly Desirable Characteristics
+ Ability to work effectively with key stakeholders, speak and write authoritatively and compellingly, resolve communication problems, and negotiate and manage competing interests.
+ Ability to work well with judicial partners, correctional staff and any other stakeholders regardless of position and authority, and adhere to clear lines of responsibility and accountability.
+ Ability to continually assess and oversee programs, services and practices to ensure services are responsive to client clinical needs and contractual requirements
+ Excellent interpersonal, verbal, and written communication and public speaking skills.
+ Ability to problem-solve and execute decisions.
